Of the 40 states (including the District of Columbia) that allow for charter schools, only 13 have strong laws that do not require significant revisions, according to a report released today by The Center for Education Reform.

Centralized, top-down control didn’t work for traditional public schools, and it won’t work for charter schools, without turning them into highly regulated, input-focused entities that wind up exactly like public schools before the advent of education reform. State Legislatures Wrestle With Charter Laws
But Jeanne Allen, the president of the Center for Education Reform, ... said she sees relatively little to show this year for charter proponents in advancing key policy goals to help the sector thrive. A few states made "modest improvements" in charter policy, Ms. Allen said, "while everybody else maintained the status quo or averted disaster in some cases."
