Weather Summary
Weather Underground midday recap for Monday, October 03, 2011.

The first in a series of a storms from the Pacific brought plenty of wet and windy weather to the Pacific Northwest and northern California on Monday. An associated cold front and waves of low pressure pushed inland across the Pacific Northwest and southward into northern California with considerable moisture this morning and afternoon. This combination triggered scattered showers and a high elevation thunderstorms across these regions down to parts of the San Francisco Bay Area through the afternoon. This system marked the first notable precipitation event in the West of the season. Meanwhile, moisture spreading into the Four Corners also triggered a few mountain showers and thunderstorms during the afternoon.

In the East, cool and rainy weather continued from parts of the Central Appalachians through the Northeast as low pressure remained over the northern Mid-Atlantic. Onshore winds associated with this system spread moisture throughout these regions, triggering increased cloud cover and scattered showers through the afternoon.

Elsewhere, outside of a few showers near the southern Florida coast, warm and dry weather continued over much of the Southeast and the nation\'s mid-section due to high pressure.

... Changes in the National Weather Service flood levels for the
Green River... Cedar River and Issaquah creek...

The National Weather Service in Seattle has made adjustments to the
Flood Warning levels for the Green River at Auburn Flood Warning
point due to changes in the rating table... the relationship between
height of the river and river flow. Local agencies that deal with
Green River flooding use the units of cubic feet per second (cfs)
for flood levels and in their public messaging. So... rather than
update the NWS flood stages to match the river flow levels for the
various flood severity categories... the NWS flood levels were
converted from stage height in feet to flow in cfs such that all
agencies are using the same units. In addition... the change negates
the need to adjust The Levels due to rating changes in the future.
The new flood levels went into effect October 1 2011.

The new flood levels for the Green River at Auburn are:

Flood flow (minor flood) 9000 cfs
moderate flood 12000 cfs
major flood 14000 cfs

The National Weather Service in Seattle has made adjustments to the
Flood Warning levels for the Cedar River near Landsburg and Cedar
River at Renton Flood Warning points due to changes in land use
around the river and changes in the river channel that have
increased channel capacity. The new flood levels went into effect
October 1 2011.

The new flood levels for the Cedar River near Landsburg are:

Flood stage (minor flood) 5.7 feet
moderate flood 6.5 feet
major flood 7.5 feet

The new flood levels for the Cedar River at Renton are:

Flood stage (minor flood) 13.0 feet
moderate flood 14.5 feet
major flood 16.0 feet

The National Weather Service in Seattle has made adjustments to the
Flood Warning levels for the Issaquah creek at Issaquah Flood
Warning point gage due to changes in the stream bed and related
rating table... the relationship between height of the river and
river flow. Flood impacts are occuring at higher stream levels than
they used to occur. Therefore the flood stage was raised
accordingly. In addition... the stream level descriptors or units
used were changed from stage height in feet to flow in cubic feet
per second (cfs). This was done with the purpose of reducing
confusion with messages from the city of Issaquah which maintains
their own separate flood phase system.

The new flood levels for Issaquah creek at Issaquah are:

Flood flow (minor flood) 2000 cfs
moderate flood 2300 cfs
major flood 2800 cfs

The new NWS flood levels went into effect October 1 2011.

The Issaquah flood phase system... by contrast... is based on stage
height in feet for the Issaquah creek near Hobart gage. Their flood
phase system uses the definitions of phase ii - localized
flooding... phase iii - considerable flooding... and phase iv -
extensive flooding. Please see the city of issaquah's Flood Warning
