PMO decides to review the performance in states
NAC seeks changes in rural job scheme

The challenges that came into the fore after the recent anti-corruption movement seems to have expedited activities within the UPA government on the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

The Prime Minister’s Office (PMO) has decided to review the performance of MGNREGA in states on September 29. The  decision was taken in the wake of wide ranging recommendations by Sonia Gandhi-led National Advisory Council (NAC). It seeks to revamp the scheme in such a way that it should lead to integrate natural resources — land, water and forest —  to the livelihood of the rural people.

The NAC has recommended changes in the implementation process and has suggested decentralisation up to the level of habitation. It has suggested to form a habitation level committee  to  make a five-year plan perspective for the development of natural resources within the boundaries of the habitation. The proposals include  sectoral plans to include fisheries, horticulture, soil fertility, trees-fodder development and irrigation.

The NAC has also suggested rain water harvesting, bringing the fallow lands into cultivation and development of land of Scheduled Caste, Scheduled Tribes  and marginal farmers. The resource generation plan will give priority  to SC, ST and BPL card holders. The HLC will have to submit its plans to gram panchayat to be included in the record.

There are plans to recruit barefoot professionals who will work as para-worker to assist the HLC in planning. This model of decentralisation will go upwardly to the block, district and state level.

The makeover is aimed at decentralisation of resource management leading to sustainable development of resources and capacity building in rural areas. This obviously implies involvement of civil society and its networking.

The recommendations include formation of National Mahatma Gandhi Rojgar Mission to mandate implementing MGNREGA and taking up national rural mission under the scheme.

These indo-british highbred people never understand the problems of people of the soil.These people created all problems with their wrong policy. There is no any developed country in the world which has English education system except those countries whose mother tongue itself is English. Only those countries have developed and prospered in the world that are learning everything in their own languages, the countries that learn from foreign languages are all most poor and backward countries of the world and will remain backward forever. This is worldwide accepted truth. In Africa 21 countries are learning in French, 18 countries in English 5 are in Portuguese, 2 in Spanish, all these countries are most backward in the world.70 percent of the people are living in rural areas, overall more than 80 percent of the people in this country are learning in their own language up to 10th std. British slaves are denying the fundamental rights to learn all courses in Indian languages and to conduct research and development. Only 11 percent of the pupils enroll for higher education out of all those who enroll for primary education. According to industry experts, 80 percent of the graduates are not employable (because they lack English communication) Most intelligent and talented people are suppressed, fools and buffoons are promoted by the name of English. We have to develop all types HIGHER AND TECHNICAL EDUCATION IN OUR LANGUAGES to become a developed nation
