Tax Evasion Campaign Yields $19 Billion Worth Of Offshore Assets

Tax Evasion

First Posted: 10/25/11 02:39 PM ET Updated: 12/25/11 05:12 AM ET

An international drive against offshore tax havens has reaped nearly 14 billion euros from would-be tax evaders, the Organization for Economic Cooperation and Development (OECD) said on Tuesday.

Some 100,000 taxpayers in 20 major economies surveyed by the OECD have revealed previously undetected offshore assets in the last two years, allowing tax authorities to collect the equivalent of nearly $19 billion.

"As cash-strapped governments look to pay down their deficits, this will make a substantial contribution to fiscal consolidation," OECD Secretary General Angel Gurria said at the opening of a two-day meeting on tax transparency.

"Just as important -- most of the additional revenues has been secured from citizens trying to evade taxes," he added. "At a time when many governments are forced to ask their citizens to accept higher taxes and reduced public services, everyone must pay their fair share."

Italy has so far been the biggest beneficiary of the crackdown. An scheme there to promote voluntary disclosure of offshore assets had helped bring in additional tax revenues of 5.6 billion euros, the OECD said.

A similar scheme in the United States helped recover 2.7 billion dollars from more than 30,000 taxpayers. Germany had raised additional tax revenues of 1.8 billion euros from as many as 30,000 taxpayers.

Berlin is expected to net billions more from a recent deal to formalize the taxation of money stashed by German citizens in secret Swiss accounts.

Switzerland reached a similar agreement with Britain earlier this month is inching toward a settling a dispute with the United States over Swiss banks helping wealthy Americans to dodge taxes.

The Group of 20 countries agreed at a summit in London in 2009 to step up efforts to clamp down on offshore tax havens. The OECD has since led efforts to force such jurisdictions to sign international standards on data disclosure, and publishes lists exposing those countries that refuse to comply.

The OECD said the number of requests for tax information from jurisdictions previously considered to be tax havens had surged from nearly zero into the thousands, with Switzerland alone getting hundreds of requests since 2009.

The Swiss bankers have been playing this game for more than 800 years. Debt problems across Europe and North America have, at their root, corporations and Aristocrats hiding their money from society. Companies like General Electric hide billions of dollars in these accounts.

$19 billion sounds like a lot of money, but it is less than 2% of the value known to be holed in Switzerland. It is SOP for the Swiss to concede a pittance, to cover the larger crime.

For a country like Switzerland, hiding money from ones neighbors for the purpose of tax evasion is an act of war.

Swiss banking is 300 years old, not 800 years old and the secrecy laws date from 1934. Where do you get your 2% number from?
Secrecy laws apply to Swiss citizens themselves. The government cannot just freeze accounts without a judicial order.
It is unthinkable for the Swiss to have a government freeze or empty bank accounts without a court order like it happens in the US.
I guess in the US, you have no privacy anymore since the patriot act and you are very much used to the loss of your civil liberties that you accept passively.
In what way is banking secrecy an act of war? The Swiss government is not responsible for the tax compliance of foreign customers with their own governments. All it cares it that Swiss laws are followed.

The first Swiss Banks were formed in the 12th century (http://en.wikipedia.org/wiki/History_of_the_Knights_Templar#Bankers). The banks predate the creation of the country.

2%: $19 billion as a percentage of secret Swiss accounts held by Americans and American corporations. (http://www.democracynow.org/2011/4/15/offshore_banking_and_tax_havens_have)

The "shinyshiny" link you posted in reference to wikileaks is not serious. The few names published by wikileaks were completely random and wikileaks had to retract and apologize to these people.

General Electric does not "hide" money in banks. GE parks money earned abroad where they do business to defer US taxation. Most of their financial activities in Europe are in the UK with very little presence in Switzerland. You may find it distasteful and anti-American but there is nothing illegal and Switzerland has absolutely nothing to do with it.

The people and corporations that use Swiss accounts for tax evasion are very powerful, both legally and politically.

"The mounting legal and political forces working against WikiLeaks just scored two major financial blows against the whistleblower site. On Tuesday morning, Visa suspended payments to WikiLeaks, according to the Associated Press. And late Monday, MasterCard told Cnet that it would also attempt to block payments to WikiLeaks."

I envision that the OWS movement has proved to be a windfall for the homeless. All the protesters are better off than all the homeless, and, since they're all committed to sharing the wealth, I'm sure that they've all given generously of their wealth to the homeless.

Again, a different standard for the rich. And, proof that they are smarter than the government because they have to be bribed into admitting a crime rather than caught and prosecuted.

I hope they get more of the money back----just think if they siezed there assets----they would be getting allot more money back----I personally think that we should only pay a state tax and the state inturn should pay a federal tax-- and that it those taxes should be lowerd

Treat these tax evaders like you do the average taxpayer and that is a stiff penalty and interest charge on the amount of tax owed

Interesting , when a drug dealer is cuaght with drugs in his car , his car is seized and forfited to the state.

When a rich tax evader is caught - they only take what is owed?

Fair and balanced -LOL

""Just as important -- most of the additional revenues has been secured from citizens trying to evade taxes," he added."

What a doozy of a Reuters', misleading statement. As if 19 Billion was all that there is out there to recoup from tax evaders. That's far less than even the 40 billion sent over on the back of pick-up tucks that went unaccounted for under Bush/Cheney!

A touch now on the big picture: because of NAFTA and WTO many American jobs have been outsourced to places we not not even pronounce. Our mega Corporations have sent your job to countries that pay many times eighty-eight CENTS A DAY. they end up at the end of the day sleeping on the factory floor. They now want to bring these ill gotten gains (profits) back into the USA for only 6% tax...you see this money has been sitting in an offshore account most likely in the Cayman Islands. How many ofthe American Public have an offshore acct? how many Americans still have a job. this has got to stop our legislators have all gotten rich taking campaign fiance donations (BRIBES) to create more laws that only our legislators and Banksters , CEOs can benefit. here is the story from John Pilger who lived on location to get the truth on the story:
