Proper wall preparation is the first of many steps for a long lasting, beautifully wallpapered or painted room. Make sure the surface is sound, fill any depressions, wet sand walls, use a vacuum attachment with a sanding pad or use a spackle knife to gently scrape bumps. Any bumps or imperfections you feel, you will see under many papers and all painting.

A sheetrock surface is made of paper, what a coincidence, so is the backing of most wallpapers.  That fact established, it stands to reason that something must be put in between the two to prevent a permanent bond, yet give the wallpaper something secure to adhere to. In the hanging of non-paperbacked goods i.e. cloth backed vinyl, priming is also necessary to prevent migration of adhesive into the sheetrock. THAT IS THE REASON PRIMERS WERE INVENTED!  There are multitudes of different primers for each type of need.  For bare sheetrock, there are primers to protect it from being permeated with adhesive. For damaged sheetrock, there are penetrating primers that “set-up” the surface so that the surface does not sustain any more damage and can be repaired. For painted surfaces, there are also primers.  Give a good surface to accept adhesive so the adhesive doesn’t just dissipate into the surface causing a poor bond. Primers are a necessary step because they will give a good surface for the paper to adhere to without the adhesive permeating the sheetrock and will also allow for easy future removal with minimal wall damage. Less paint is needed when a primer is used.

Lead paint is a problem in some homes built before 1978.  If you dry sand or scrape the painted surfaces some lead dust may be released into the atmosphere and that may cause  a problem.  It's the Law that our industry alert the public to possible dangers.  There are safe ways of dealing with this.  

 Read the paint or wallpaper installation instructions carefully.
Wallpaper manufacturers specify what will be necessary for proper wallpaper installation,  and guarantee only that which is done correctly to their specifications.
