    There's nothing new about this, other than the mayor claiming to invent something. Manhattan used to be full of SRO (SIngle Room Occupancy) hotels, that served lower income residents. Most of them degraded, but they were also in prime neighborhoods so over the course of the last few real estate boom cycles, they've almost all been turned into coops and condos. If they can bring some youthful vitality and economic diversity back, these apartments will be a welcome addition.
