United Water to take over operations of Bayonne's water, sewer systems in $150 million deal

The Bayonne Municipal Utilities Authority has struck a $150 million deal with United Water to have the private company take over operations of the city's water and sewerage system for the next 40 years.

Once the agreement is ratified by both parties, city residents will be socked with immediate 8.5 percent hikes on both their water and sewerage bills, according to the over 105-page agreement scheduled for a public hearing at Tuesday's BMUA commissioners meeting, 6 p.m., at City Hall, 630 Avenue C.

The 40-year-contract would be between the BMUA and Bayonne Water Joint Venture, LLC, a joint venture between United Water Operations Contract and the investment firm, Kohlberg Kravis Roberts & Co.

Under the proposed agreement, Bayonne Water Joint Venture will collect water and sewerage tariffs from customers and take over the operation, maintenance and repairs for the authority's water, sewerage and sanitation systems.

The BMUA will continue to have oversight over the contract, and purchase water and pay sewerage treatment fees.

"The people of the city will continue to own the utility and it is not being sold," BMUA Executive Director Stephen Gallo said yesterday. "It is a long-term contract and public officials, accountable to the public, will continue oversee the contract."

The 8.5 percent bump, the first increase since 2006, would be applied to the first quarterly billing cycle after the deal is finalized.

Customers who use less than 82,280 gallons each quarter, would see the cost of 748 gallons increase from $4.29 to $4.65, according to the contract. Larger volume customers will see rates increase from $4.72 to $5.12 for 748 gallons.

"The BMUA hasn't had a rate increase since six years ago," Gallo said. "Regardless of this transaction we were contemplating having to raise the rates."

Gallo said that Bayonne Water Joint Venture has agreed to continue to employ the 27 people currently employed at the BMUA.

The $150 million one-time payment would be used to pay off current BMUA debt, outstanding bills, and cover BMUA administrative fees, Gallo said, adding money would be placed in a rate stabilization fund to cover major emergencies and unforeseen capital projects.

Some of the $150 million payment will also go toward a $14.5 million capital improvement plan over the next two years, which includes replacing aging water meters and introducing a high-tech system to monitor water usage centrally, officials said.

"United Water has been providing services in Hudson County for a long, long period and time we are looking to providing excellent services to residents and business," said Gary Hennigh, a spokesman for United Water.

After Tuesday's hearing there is a seven-day comment period and the contract would go to the BMUA for approval at their next meeting.

Gallo said that a closing date for the deal has not been set, but the deal requires the approval from various state agencies.

It's The Same thing Cory Booker Has Planned For Newark

The article states that: "The people of the city will continue to own the utility and it is not being sold," BMUA Executive Director Stephen Gallo said yesterday.

That's hilarious, Bayonne's MUA is autonomous, it answers to no one not even the citizens of Bayonne, it's too late now for Bayonne

The article continues that:The $150 million one-time payment would be used to pay off current BMUA debt, outstanding bills, and cover BMUA administrative fees, Gallo said, adding money would be placed in a rate stabilization fund to cover major emergencies and unforeseen capital projects.

What about the citizens, who as said, ...will continue to own the BMUA, what do they get, oh that's right, the article says:city residents will be socked with immediate 8.5 percent hikes on both their water and sewerage bills.

Funny, funny, funny. Politicians are showing themselves to be true humanitarians, in spite of color, race or religion, they will screw everybody.

Hopefully the citizens of Newark will see this and remember that Cory Booker said that their water rates were "artificially low".

Another Bright Gallo Move!

Yep, another gimmick to raise money for our Beautiful Bayonne so that the municipal portion of our TAXES don't go UP! Nice move Steve, you should be morning JPMorgan Chase, Goldman Sachs our some other finanicial company like Kohlberg Kravis Roberts & Co. And who are the prinicpals involved in
Bayonne Water Joint Venture, LLC are they municipal officials or their relatives or other known associates. Yep, years ago we had the MOB, now we got UNITED WATER buying up all the water rights in Hudson County, North Jersey and elsewhere...Talk about Strong Arming the PUBLIC!!! Just wait til the water rates keep GOING UP, UP and the service goes DOWN, DOWN just ask anyone who one PROPERTY in Neighboring JERSEY CITY....

The only thing that's efficient about the private sector is the efficient manner in which they rip off the public. This is a total scam perpetrated by politicians that are having their palms greased by private entities who will not be held accountable to the same extent that a local government would be. The private sector ripoff continues.

Bayonne is not my city but I hate seeing people getting being taken advantage of by someone who has the nerve to sit and smile in your face, knowing that there's nothing you can do about it.

Ok, that's feasible, but that still leaves approximately $135 million left.

Excuse me, but isn't BMUA "debt" and "outstanding bills" one and the same?

BMUA administrative fees? Ha ha ha ha ha ha ha ha ha. Aren't you already getting paid?

Money to be placed in a "rate stabilization fund" for emergencies and "unforeseen capital projects? Who collects the interest while the money sits in the fund and whom will it benefit?

I guess autonomous means that they don't use grease?

While Bayonne residents are going without in order to choose between paying their water bills or buying medicine and food for their families, it's obvious that these choices don't come across Mr. Gallo's mind (this slob is a heart attack waiting to happen). By the way, this picture of him was taken several years ago. He has doubled in size since then. In any case, the point is that Mr. Gallo's decision to strike such a deal on behalf of the citizens of Bayonne which commits us for the next 40 years is NOT in the best interest of the public but only in HIS best interest, which is to protect his job. This buffoon couldn't survive in the private sector (that's already been proven), so he has secured himself well in order to get himself to retirement. Well done, Mr. Gallo = THIEF!
