The Movement for Quality Government petitioned the Supreme Court to issue an order instructing the Winograd Commission to cancel its decision not to publish conclusions and recommendations regarding specific individuals in its final report.

The Movement also filed an interim motion for an order instructing the Committee to refrain from submitting its final report until a decision on the main petition.
 
 
In its petition, filed by Advs. Eliad Shraga, Barak Calev and Mika Koner Carten, the Movement for Quality Government in Israel pointed out that the Winograd Commission’s main purpose under the terms of its letter of appointment, is to fully examine the Second Lebanon War and make recommendations on all aspects of that conflict and the government's actions.

The Movement has also asked the Court to hear the Petition as soon as possible in view of the fact the Committee has declared that it intends to complete its work shortly (no later than the end of 2007, according to a Commission announcement).

The Movement claims that the Committee’s decision not to publish conclusions regarding individual responsibility deviates from its authority, is unreasonable and seriously undermines public confidence.

In Israel it is both customary and within the authority of Official State Commissions of Inquiry to attach conclusion and recommendations regarding personal responsibility to their reports.

It should be noted that the Movement fought for the appointment of an official state commission of inquiry appointed by the President of the Supreme Court. Instead, the Prime Minister decided on a somewhat less powerful government appointed commission, the Winograd Commission.

In not publishing any conclusions regarding personal conduct during the Second Lebanon War, the Winograd Commission will not only undermine its own credibility but will further erode the public confidence in government.
