Administrative Divisions
  Harbin is the capital of Heilongjiang Province, as well as the center of politics, economy, culture, scientific technology and transportation in the northeast of China.

  On August 15th, 2006, the State Council approved the adjustment of some administrative divisions by Harbin government, i.e. removing Dongli and Xiangfang district to form new Xiangfang district, and removing Acheng city to set up Acheng district. After the adjustment, there are 8 districts including Daoli, Daowai, Nangang, Xiangfang, Pingfang, Songbei, Hulan and Acheng, 7 counties including Binxian, Bayan, Yilan, Yanshou, Mulan, Tonghe and Fangzheng and 3 county level cities including Wuchang, Shuangcheng and Shangzhi under the administration of Harbin. The whole city covers an area of 53,068 km2, among which the urban area is 7,086km2. The population of the urban area is 4,642,400.

  The urban area of Harbin mainly includes Daoli district, Daowai district, Dangang district, Xiangfang district, Songbei district, and the suburb includes Pingfang district, Hulan district and Acheng district. Among these districts, Daoli, Daowai, Dangang and Xiangfang are in the old area of the city, and Songbei is the newly constructed area.

  Daoli district is located in the central place of Harbin, bordering on Songhua River. It is the main area of Harbin for commerce, finance and tourism, covering an area of 479.2 km2, among which the urban area is 22.6 km2. Daoli district has 4 towns, 1 township, and 18 subdistrict offices under its administration, and its population is 700,000.

  Daowai district is located on the southern side of Songhua River in Harbin. It is an important commercial zone of Harbin. Historically, it used to be the opening old area. It covers an area of 256.6 km2, among which the urban area is 40.63 km2. Daowai district has 3 towns, 1 township, and 23 subdistrict offices under its administration, and its population is 687,000.

  Nangang district is the political and cultural center of Heilongjiang Province and Harbin. It covers an area of 182.9 km2, among which the urban area is 60 km2. Nangang district has 1 town, 1 township, and 18 subdistrict offices under its administration, and its population is 1,046,000.

  Xiangfang district is the main scientific technological and industrial zone of Harbin. Harbin Development Zone and some large state-owned enterprises such as famous three Power Factories, Bearing Factory, Flax Factory, etc. are located in Xiangfang district. It covers an area of 208.5 km2, among which the urban area is 29.5 km2. Xiangfang district has 3 towns, 1 township, and 20 subdistrict offices under its administration, and its population is 753,000.

  Pingfang district is located in the southwestern suburb of Harbin, and it is the main industrial zone of Harbin, covering an area of 98 km2, among which the urban area is 14.3 km2. Pinfang district has 2 towns and 6 subdistrict offices under its administration, and its population is 159,000.. Three oversize enterprises including Hafei, Dongan and Dongqing are the bases for airplanes, cars, motors and magnesium alloy processing famous at home and abroad.

  Songbei district is located on the northern side of Songhua River in Harbin. It has been under the administration of Harbin since 2003. Songbei is the important scenic area of Harbin, covering an area of 736.3 km2, among which the urban area is 25.5 km2. Songbei district has 5 towns and 2 subdistrict offices under its administration, and its population is 205,000.

  Hulan district is located in the north of Harbin, and it is one of the five towns exploited early in Heilongjiang Province, with a history of 271 years. In 2003, the county is removed to establish the district. The whole district covers an area of 2,197 km2. Hulan district has 3 townships and 10 towns under its administration, and its population is 622,000.

  Acheng district is on the Achi River, 23km southeast of Harbin. It is the early capital of Qing dynasty. In 2006, the city is removed to establish the district. Acheng district covers an area of 2,814 km2, among which the urban area is 56.54 km2. Acheng district has 6 towns and 4 townships, 108 administrative villages, and 9 subdistrict offices under its administration, and its population is 583,000.

  Shangzhi city (county level) is named after Zhaoshangzhi, an anti-Japanese hero. It is located in the southeast of Harbin, at the west foot of Zhangguangcai ridge, 124 km away from the city proper. The whole area is 9,000km2. Shangzhi city has 10 towns and 7 townships and 161 administrative villages under its administration, and its population is 614,000.

  Shuangcheng city (county level) is located in the southwest of Harbin, and in the middle part of Songnen plain. It is an important city of Heilongjiang Province, with developed agricultural economy. The whole city covers an area of 3,112.3km2. Shuangcheng city has 9 towns, 15 townships and 246 administrative villages under its administration, and its population is 813,000.

  Wuchang city (county level) is located in the south of Harbin, about 115km away from the city proper, joining to Songnen Plain to the north, bordering on Zhangguangcai ridge to the southeast, with rich resources. The whole city covers an area of 7,512 km2. Wuchang city has 11 towns, 13 townships and 260 administrative villages under its administration, and its population is 980,000.

  Fangzheng county is situated in the east of Harbin, on the northwest foot of Zhangguangcai ridge, and on the south side of the middle reach of Songhua River. It is the home of Chinese Selenium-Rich Rice. Therefore, it enjoys the beautiful reputation of “small region of the Yangtze River in the north of the Great Wall, the home of rice and fish in Heilongjiang”. The whole county covers an area of more than 3,000 km2. Fangzheng County has 3 towns, 5 townships and 67 administrative villages under its administration, and its population is 221,000.

  Tonghe county is situated on the northern side of the middle reach of the Songhua River, and on the south foot of the Small Xingan Mountain, with rich resources and tourist landscape. The whole county covers an area of 5,676.5 km2. Tonghe county has 6 towns, 2 townships and 81 administrative villages under its administration, and its population is 234,000.

  Mulan county is situated on the northern side of the Songhua River in Harbin Section, surrounded on three sides by mountains and one side by water, with rich natural resources. The targets and wicker products produced here enjoy international reputation. The whole county an area of covers 3,179 km2.Mulan county has 6 towns, 2 townships and 84 administrative villages under its administration, and its population is 272,000.

  Yanshou county is situated in the southeast of Harbin, on the southern side of the Songhua River, and to the west of Zhangguangcai ridge, with rich natural resources. The whole county covers an area of 3,149.55 km2. Yanshou county has 5 towns, 4 townships and 106 administrative villages under its administration, and its population is 267,000.

  Bayan county is situated on the northern side of the middle reach of the Songhua River, and in the backland of Songnen Plain. It is the birthplace of the Jurchen, and its agriculture is advanced. The whole county covers an area of 3,137.7 km2. Bayan county has 10 towns, 8 townships and 116 administrative villages under its administration, and its population is 697,000.

  Binxian county is situated on the southern side of the Songhua River, and at the conjunction of Zhangguangcai Ridge and Songjiang Plain. It is the satellite city of Harbin, with advanced economy. Binxian County has 12 towns, 5 townships and 143 administrative villages under its administration, and its population is 620,000.

  Yilan county is situated in the down reach of the Songhua River in Harbin Section. It is a famous historical and cultural city in Heilongjiang Province. The Wuguo Town is the place where Songhuizong and Songqinzong \"looked at the sky from the bottom of a well”. The whole County covers an area of 4,616 km2. Yilan County has 6 towns, 3 townships and 132 administrative villages under its administration, and its population is 401,000.
