Manila Mayor Alfredo Lim ordered yesterday the administration of the Pamantasan ng Lungsod ng Maynila (PLM) to stop the imposition of "paybacks" to the graduating college students of the university.
It was learned that the administration of the city-owned university had required students to render compulsory service to public institutions prior to obtaining their certificate of completion or diplomas.
It was also learned that PLM students who were unable to render their services for free to the government will have to repay the university the cost of their education.
