Santee City Council

Mayor Randy Voepel was elected to the Santee City Council in November 1996 and elected Mayor in December 2000.  Currently, Mayor Voepel represents the City on the following boards and committees: Community Leaders Forum MCAS Miramar, Santee Library Committee, City Selection Committee, East County Economic Development Council, Heartland Communications Facility Commission, Heartland Fire Training Facility Authority Commission, CSA 69 Paramedics and the Unified San Diego Emergency Services Organization.

Mayor Voepel is a U.S. Navy veteran with two combat tours of duty in Vietnam.  He is also a member of the Santee Veterans of Foreign Wars Post 9327.  A graduate from Saint Leo University, he is a businessman in financial services specializing in corporate benefits.  He is also active in his Church, four service clubs and the Boy Scouts.  His wife, Susan, is the woman he is holding hands with and walking with through life.  They have two adult children and three grandchildren.


Council Member Rob McNelis, originally from the Los Angeles area, moved to Santee in 1994 with his high school sweetheart, Dawn, who is now his wife.  He and Dawn have two beautiful children.  Council Member McNelis has been a business owner in Santee since 1997.  He currently has two businesses in Santee: his real estate and mortgage company, One Stop Lending & Realty, and his entertainment business, One Stop Party Players, Inc.

Over the years, Rob has been the recipient of many awards and accolades including: the 2004 Realtor of the Year; the 2007 Santee Citizen of the Year; the 2007 Small Business of the Year for the 77th State Assembly District; and most recently, the 2010 “Five-Star Mortgage Professional” award by San Diego Magazine.

Council Member McNelis has also served his industry and community on many levels.  He was the President of the San Diego Association of Mortgage Brokers and the President of the East San Diego County Association of Realtors.  Rob also sat as a member of the Prop “R” Bond oversight committee, as well as the Board of Directors for the East County Boys and Girls Clubs.

Council Member McNelis has been involved with helping to ensure the City of Santee continues on its course to greatness by being a part of the Santee Charter City Advisory Committee and Santee’s COMPOC Committee.  He is very pleased to follow in the footsteps of some great previous Santee leaders by having served as the 2009 President of the Santee Chamber of Commerce.


Council Member Jack Dale was elected as Santee's Mayor in November 1992 and was reelected in 1996 after serving for six years on the Santee City Council from 1986 to 1992.  He was again elected to the City Council in November 2000.  His political career began earlier when he was elected Treasurer of the Board of Directors of the Padre Dam Municipal Water District.  He has been active in government and community service organizations for many years.

Council Member Dale represents the City on the City Council and Santee Elementary School District Conference Committee and the San Diego Association of Governments (SANDAG), where he has worked diligently on the construction and ultimate completion of State Route 52 through Santee.  

Council Member Dale is a graduate of LEADS, a training organization for potential county leaders, and a former president of the Santee Kiwanis Club and a past member of the Burn Institute.

Council Member Dale is also a former member of Dads Against Drinking and Drugs (DADD), an honorary member of the Board of Directors of the Santee Child Abuse Center, and is a past president of his church.  He has resided in Santee since 1981.  He has five children: Jacquelyn, Janae, Jordanne, Jason and Jarrett.


Council Member John Minto has lived in Santee since 1992 and was elected to the Santee City Council in November 2002.  Council Member Minto has been a San Diego Police Officer since 1980 and believes in honor, integrity, public service and helping those in need.  He has been active in the community serving on the Santee Park and Recreation Committee (SPARC) and as a member of his homeowners association.

Council Member Minto represents the City on the League of California Cities, East San Diego County Gang Task Force Committee, the Community Oriented Policing Committee and as an alternate member on five City boards and commissions.  He is a member of the Santee Kiwanis Club, Santee Toastmasters Club, San Diego Historical Association, San Diego Zoological Society and a member of the Board of Directors of the San Diego Law Enforcement Memorial Foundation. He is a founder and lifetime member of the San Diego Police Historical Association.
