PARIS, May 7— The International Auto Sports Federation, after a meeting of its Formula One commission, today removed the United States Grand Prix East at Watkins Glen, N.Y., from its schedule because of the track's failure to pay debts to race teams by May 1.

Officials said the federation had waited until the scheduled meeting to see whether any last-minute progress was made in settling the track's $800,000 debt to the teams that raced there last October.
