I. Background:

  RULE is the first higher education institution in Cambodia. It was originally found in 1949 as the National Institute of Law, Politics and Economics. 1957 was an important year for the history of the university, the Institute became the Faculty by the Royal Decree. Year 2003 is one of the most important years in the university's history. The Faculty of Law and Economics was reorganized as a university, under the name of Royal University of Law and Economics RULE). The name of the university still bears the words of Law and Economics (RULE). The name of the university still bears the words of Law and Economics is to indicate that the two disciplines are at the core of the university training program. However, other disciplines of social and natural sciences, such as language and computer sciences are being added in our curriculum. Currently, the university has four faculties, two graduate schools and one center. RULE still maintains her position as the premier national university and the leading university in the area of law, economic and business education.





II. Objective and Roles:

    Realizing that the public sector and private sector are the two pillars in supporting the development of Cambodia, the university set its broader objective. Traditionally, the university's sole objective was to develop human resources for the public sector. But now, the objective enlarged to include the private sector as well. Various training programs in business administration were established and rapidly developed and recognized. Year after year, the university had been proud of sending many talented individuals to both public and private sector. The university's alumni now are working in various government's ministries, private companies and international organizations. Beside the roles of supplying  competent human resources to Cambodia's society, RULE serves another role as gateway of Cambodia to the world. This role is proved by a vast cooperation with international institutions and universities through the exchange of students and faculty members.


III. Staff and Students at RULE:

In the academic year 2011-2012, the university consists of 17,992 students (female: 42.21%) in which there are 29 foreign students from various countries such as Lao’s, Vietname, Republic of Korean, and France. The number of 17,992 students is divided into 16,239 bachelor student (female:44%) and 1,753 master student (female: 25.7%).

The university has also built collaboration with other regional and global university for send outstanding students to study abroad through scholarships. Since 1993, the university dispatched 1,015 students. Particularly in this academic year 2011-2012, the university already send 57 students, 24 of which are female. In addition, via the cooperation, the university also dispatched outstanding law students for international competitions in some countries such as the United States of America, Ireland, and People’s Republic of China(Hong Kong) receiving a better result.

The university consists of 195 staff (female: 50)  in which there are 115 official  staff (female: 24) and 80 contract staff (female: 26).

There are 98 full-time and 395 part-time lecturers and 69 foreign lecturers who give lectures under the academic exchange programs.


IV. Academic Programs:

      The educational term/grade level system has been divided into semesters, with 8 semesters in the period of 4 years for bachelor degree program. RULE offers academic programs with strong emphasis on legal, economic and business education.

V. Resources and Facilities:

     Location: located along Monivong Boulevard.

     Campus: RULE has a huge, clean and beautiful campus.

VI. International Academic Exchange:

   Increasingly, Cambodian universities have come to be quite involved in international academic exchange, However, RULE is exceptional. When RULE claims to involve in international exchange, it does real exchange. About 70 professors from numerous foreign universities are officially invited to give lectures to RULE's students in 2003-2004 academic years. More over, there are 17 permanent foreign lecturers who are actively in delivering lectures on campus. In addition, RULE has also concluded agreements for academic exchange with a total of 20 foreign universities and research institutions. Each year, RULE's students have abundant opportunities in France, Japan, Korea, Vietnam, Thailand and United States. The following are partner universities and their scholarship granted to RULE's students. On average, there are about 30 scholarships in a year.

VII. Enrollment and Tuition:

     For admission to the bachelor degree programs, students are required to have High School Diploma or an equivalent.

     For admission to the master programs, students are required to meet the following criteria:

     Students who hold Bachelor Degree in Law, Economics or a relevant one can enroll directly in the program.

    Students who hold Master or PhD in any fields can enroll directly in the programs.
