Mayor’s Message

” Cochin revels in being a choice destination for a wide range of industries – from Tourism, Shipping and Information Technology to International Trade and Biotechnology. The growth has been remarkable but amongst all these developments happening, people have been suffering from manifold traffic related issues including the heavy traffic congestion. Being the most densely populated city in the state of Kerala traffic control through road expansion is next to impossible. Hence the emergence of Kochi Metro Rail Project that will suit the present scenario and will meet growing transportation demands thereby enhancing the economic growth of this important urban centre of South India.
The Government of Kerala along with the people of Kerala unanimously want the Delhi Metro Rail Corporation to take over this very important work pertaining to the growth and development of Cochin City. DMRC under the guidance of the Metro Man of India- Sri. E Sreedharan have proved their caliber in all works taken up by them and are most sought after by the people and the Government of Kerala for taking up this dream project.

The decision to attain sanction from the entire Director board of DMRC to take up Kochi Metro Rail project, has brought an inertness to the long cherished dream of Kochiites.

This website is for soliciting each of your valuable support to instigate a mission-, one that would obligate DMRC to take-up Kochi Metro Rail Project under the leadership of Sri. E. Sreedharan.

    You should ask 3 questions to our beloved Chief Minister

    1.Why didnt CM/Govt take any action against Tom Jose,other than asking only explanation.?

    2.Why did gov sent Tom Jose to Singapore for discussion with another company who wish to take over the Kochi metro project(Tom Jose’s trip was official and with the consent of Kerala Govt.)

    3.Why did they showcased Kochi metro project in Emerging Kerala?

    This villian wanted to sabotage this dream project every single malayalee cherish and nurture in his mind though out the world. This idiotic IAS officer (Indian Adversay Service) forgot the simple fact that the recent Emerging Kerala BALOON fell in the Arabian Sea like a dead fish and this proposed metro poject under Mr. Sreedharan is the only hope under the present chaotic conditons. let people like tom and all other selfish and corrupt politicians of keral should go to Mr. Sreedharan and touch his feet and beg his pardon for the inhuman treatment and insult inflicted on him. As a simple obsever, there is not a single person in kerala who is more competitive and capable than him.     I feel an unnecessary controversy has been kicked up in the case of Kochi Metro also, as used to happen in all issues in Kerala. When a Public Sector Body like DMRC has proved its capability in commissioning such jobs with ease, there was not question of going for a global tender to find out a builder. Various statements made by the bureaucrats made all this issue. The CM should have been more circumspect and affirmative in coming out with the final decision of the government in this regards without leaving an aorta of doubt, which could have avoided all this controversy. True to its nature, anybody who considers themelves to be somebody has jumped into the bandwagon accusing every other person of trying to torpedo the project.

    Now since CM has made a categorical statement, the official handing over the work to DMRC should not be further delayed and DMRC also should strive to call the bluff of all the detractors by effectively commissionin the project even before the deadline and gift Kochi its dream rail
    All the best to DMRC and Sreedharan to accomplish the task

    Dr. E Sreedharan is the right person to get the responsibility of Kochi metro since he is with zero corruption records in the past. The officers in and around him are annoyed due to his straight forward formula. He made Delhi Metro a dream project well before the expected date of completion.
    I am sure that if we give this project to DMRC, this would be the first project ever completed in Kerala history without any corruption. This foundation stone laid by our PM should not be a monument forever. We want this project to be completed in 3 Years. We should be ashamed of being 100% literate and not able to identify what is wrong and what is right.
    We really appreciate your initiative to open this website and support Mr.Sreedharan. We should support Mr.Sreedharan and team with full hearted as we are doing this project for a genuine cause

    I believe everyone of us agrees that a good transport system in place is an unavoidable factor for building a string nation. Unfortunately, as many of us know that the pathetic situation of roads and commutation system in India especially in Kerala. Sadly, it’s one of the worst and dangerous when compare it to other countries or states. Most of our ministers, politicians and bureaucrats experienced how well the system is running in other developing/developed countries. It requires a lot of planning, vision, innovation, great engineering, dedication and commitment. Utmost, there should be powerful authority to take a strong decision to control and coordinate everything to made it successful. Fortunately, we have good people with good vision, with great ideas, have good engineering/technology, have people with dedication, commitments etc., but we lack a powerful authority to take a strong decision for a bright future of our nation.

    We all wish Kochin metro to come up as fast as possible and Mr. Sreedharan is the right person to implement it. Availability of land in the urban area could be the greatest stumbling block in the execution of the project. To some extenent this can be solved by having the up and down tracks one above the other instead of having them side by side in cantilever supported couloums. Station platforms can be at the respective track levels and passengers can go to ground level by escalators. At the terminal stations and at suitable intermediate stations train lifts will have to be established to change direction of trains.
    This is my humble suggestion .

All said and done now, wish all the disputes are managed effectively and hope the metro sees light much in advance of the estimated completion time.     What if the DMRC will not accept this project? Agreed, it may have the necessary experience, however it will have to see if it is feasible to accept the project.
    DMRC is not the only entity in the world that can handle such a project. If DMRC is the best and the greatest with the latest technology, then they will win the tender. Why are they afraid of competition? Are they not competitive enough to compete with international companies? Do they plan to provide Kerala with material leftover from previous projects?
    Is there a Delhi Mafia which is pushing DMRC down our throats?

    DMRC should compete with other companies, and we should have the right to select a tecnically feasible and superior option.

    We cannot hitch our infrastructure to one person. If he wishes to oversee the project, then why should E Sreedharan worry who is implementing it? His interest in DMRC is already known.

      DMRC – is undoubtedly a firm reputed to execute a mass transit project such as this, and Sh. Sreedharan has proven his calibre ans stint for years more than the age of many of our young readers. Talking about a Delhi Mafia is as naive as “wgaing a war for peace”.

      Most of you may not even know that DMRC has been selected to implement mass transit projects in Jakarta, Indonesia – this indeed shows the visibility the corporation has created in a span of 17 years since inception.

      The corporation has a phased approach to executing projects – they are not known to bite a pice of cake larger than their mouth.

      To my guess – DMRC is credible than the Government of Kerala who wishes to empanel them for the task.

      Deliberations are good… but indefinite deliberations will only leave Kerala a Natural beauty for ever – it needs vision, and action..! to have a sustainable infrastructure – may the Metro be a befitting answer – and may it reflect the face of an emerging Kerala

        You are being blinded by a false sense of nationalism. Just because a Malayali headed the DMRC it does not mean that he is the best in the world or the only one. The best should not be afraid of competition. They are leveraging their position to get easy business.
        If experience is the criteria the only London underground can do the job as they are the oldest. If you are looking for green initiatives or practices, then NY subway was certified first.
        Let DMRC compete…why are they afraid of competition?! If some one can answer this question, I shall provide my support also andjoin your choir!

            Metro subway rails were not developed in India. We import almost all the rolling stock and a major portion of the other tecnology required for implementing such projects. Why not import the rest also. Let DMRC and Sreedharan prove they are better. We should all want only the best for our country, even if it is foreign. We live in a globalized word

    E.Sreedharan and DMRC have proven their capabilities. They have been serving the nation consistently for a long time with complete sincerity and dedication unlike the politicians who come and go..

    A leading news paper is playing a game.

    Today they have given a report of three persons who have given their views. The last guy, the current MD of Bangalore metro says that Kerala has capable engineers and let them learn from beginning. He has made some idiotic comparisons of child on oxygen. His point is to tell us to reinvent the wheel…. If you see the time line of Bangalore metro , we can understand how good he is…

    We have got an excellent Malayali engineer, whose name will be remembered till time exists. Let other engineers learn from that great human being. We have to learn from that man who do less of talk and have been delivering the best to our country.

    Kochi Metro is going to be flop and loss:

    Positive Points:

    a. Mr. Sridharan is a strict officer, he want to do everything in fixed time. He will not allow any lagging, any delay, also he wont allow any one to make money illegally and he is totally against corruption.
    b. If things goe in his way then Kochi metro is going to be completed and will run as per schedule.

    Negative Points:

    a. Mr. Sreedharan is the senior consultant of DMRC, so with his expertise and promptness, he is getting this Kochi Metro to DMRC. So he is going to be benefited by getting heavy commission on that. I understand the consultancy charges to DMRC is around Rs. 600 CR. Obviously the politicians in Kerala are not going to get any kickbacks but Mr. Sridharan is going to benefit. So he is keen to get this project, willing to do anything for Kerala.
    b. We have to think why Bangalore and other few states are not depending on DMRC for their projects.
    c. DMRC project in Delhi was a success due the will power of the government in Delhi and the commitment of the concerned authority and the officers. Of course it is a profitable venture in Delhi.
    d. But that will never happen in Kerala. We are committed to work against any development and progress, very keen to get it delayed and finally nothing going to happen and per Mr. Sridharan’s plan in Kerala. Political parties and other organization will get lot of opportunities to delay the project and finally the cost will go up. This is not going to complete even in 8 years.
    e. Mr. Sridharan’s nature is that he will resign or withdraw if there is small problem or delay from his plan. So I am sure that he is going to leave the project within 3 – 6 months time. His plans will never work in Kerala. He is such a strict and strong officer. He is going to be humiliated by the politicians and the systems in Kerala. Finally he will drop his responsibility soon.
    f. There are lot of hardship in the process of Kochi metro, like acquiring the land, getting permission from different authority etc.etc. It is going to delay the project and DMRC may not continue if there is delays from their original plans
    g. This project is going to be very costly when if it is completed, may be 4 times than the actual cost.
    h. Then fare is going to very high. After calculating the final cost of the project, the fare is going to be very high and people cannot bear that so the commuters will have to depend on other means of transportation
    i. The government will have see the options of subsidies and reduce the cost of the fare and finally it is going to be a burden on the government itself
    j. Kochi metro of course is a development for Kochi but how this is going to be beneficial for common people is to be seen. Malayalees will not leave their two wheelers and cars to commute Kochi town and nearby areas so this is going to be beneficial for the poor people and unfortunately it is not going to be cheaper for them.

    But being a Malayalee, I wish all the success for this Kochi Metro Project.

      Need to know on the allegations against E.Sreedharan. He is the consultant only, and DMRC is actually getting the consultant fee. E.Sreedharan will be paid by the DMRC or by the KMRL directy. Are there any allegations by anybody that E.Shreedhan is keen to work on this project for commission. Has he ever worked like that on any previous project. If that was the case, how much he could have made on Konkan or Delhi Metro projects, where the amounts involved are 100 fold that of this project. Is there any allegation by anybody on any such commision, lack of promptness or quality on the Konkan or Delhi metro projects. PLEASE REMOVE YOUR BAD REFERENCES AOUT MR E.SHREEDHARAN (PADMABHOOSHAN) WHICH ARE TOTALLY BASELESS.

      DMRC is a public limited company (Govt’s nodal agency) and nobody till this time has suspected them of working for commission. They also has not done so in any of the previous projects. If they are planning to do so, then it should be prevented by the government now itself without affecting the functioning of the project. Delhi Metro was a success because of the promptness and technical competency of DMRC and not only because of the Delhi govt. Of course Delhi govt would have thoroughly monitored it and our Kerala govt also need to do the same. People also will be there along with the government.

      Any foreign construction companies will not be able to perform the work in this amount and for sure, there will be hands of corruption (politicians and bureaucrats ) supporting them. Finally this project won’t gecompleted and the full amount will be a loss to the public ex-Exchequer(KMRL will get burdened by the loans and will finally go bankrupt)

      I read your all negative points, its show you lack of information, or you have seen the metro project in south only, not outside the south. Take for example bangalore project during the making of phase I that time no one said anything about Dr. Sreedharan Sir, but now they dont want DMRC’s help, because I heard people saying once a person know the know how of any thing then they dont want that person who helped you in doing the work. before telling or making figure of any person you should better know the background and working style of that person. before making any judgment. I am a Delhi malayalee, let me tell you, he had faced same problem there also, but he didnt lose his confidence and made sure no politician or bureaucratic create any problem for project. if they than project surely get delayed. And Sreedharan Sir knows better how to delay them because here you will find 1 bureaucratic or politician creating problem but in North India every second bureaucratic or politician is ready with aim creating problems. So please dont support bad politicians or bureaucratic instead support the person who is working for country and for its people like Anna Hazare, Dr.A.P.J.Abdul Kalam. last not the least Dr. Sreedharan. today technology is so handy you will get each and every information of them in google or wiki. So please Support Kochi Metro with full heart.

      Why are people naive to think that E Sreesharan may not be paid a percentage of the consultancy fees as commission by DMRC itself as a commission.

    I actually see the progress being done at Ernakulam North over bridge reconstruction by DMRC. Let them continue the entire work and keep out politics from Metro rail. We started these discussions before Bangalore Metro and we are still arguing and Bangalore Metro started running six months back.

    Same is the case with badly needed flyovers at three main inetersessions at Kochi city.

    “manushychangala” is only politics and no one is going to see it or bother about it in Delhi. Let the responsible authorities in the present government do the job and the opposition support it and no “Para” for peoples sake. CYRIAC

There is no dearth of competent professionals in our state but they are not given a free hand in the discharge of their duties and responsibilities, just to safeguard some vested interests.This is our curse .This will happen as long as political interference continues and no one from Govt made accountable.   • Kochi metro project should be given to DMRC and Mr. Sreedharan should lead the project. Mr Sreedharan have completed all projects on time (some before schedule) which he have committed.

    I do not really understand why Tom Jose have written to central government asking the credibility of Mr. Sreedharan. There are enough to substantiate his credibility. But, I could not find anything about that fellow. So, there is no need to give much importance to his thoughts and letter.

    If Mr. Sreedharan says this project will be completed in 3 years, we can travel, and if any other agency comes, I am not sure about that.

    As I live in Gurgaon, I understand and experience how DMRC function here. Those who oppose DMRC and Mr. Sreedharan should come to Delhi and travel in Delhi metro once.

    So, I urge everyone to support DMRC and Mr. Sreedharan for Kochi Metro.

    The dream project of Kerala as well as Kochi can not be get dropped by the influence of IAS lobby. Compare the face of Mr. Tom Jose and Mr. Sreedharan. The first reveals that the most corrupted and beurocratic where as the second reaveals the simple and dedication to the nation. For a project like metro, an IAS officer can not do anything as this field is a techinaccly advanced field with most modern engineering methods in which Mr. Tom Jose is only a KG student. A comptetent and professional engineer cum manager can not be replaced by an beurocratic IAS officer. It is well clear to all that all these pulling behind the curtain is only by seeing and expecting the commission from foreign companies and to put the project in dull for ever.

No useful comments or ideas comes from any one. We all know to criticise only. If we do not change totally and behave like civilized manner nobody will come to Kerala to invest.   • Though I have been born and brought up outside Kerala but visit my home state regularly since my child hood days and it is surprising to note that this project which is the necessity for the emerging metro city of Kerala – Ernakulam and for its surrounding districts so that people are able to travel fast and safe without depending the road transport (private operators – where these operators compete between themselves on the now congested road of the city for their gains), we also have less dependability on the petroleum products which are the source of pollution.

    One example to state here is that once I had travelled to Kochi from New Delhi and landed at Kochi airport 3 hours (approx.) and it took me another 5-6 hours to reach the residence at Naval Base from Nedumbassery, result of traffic mess on the road.

    DON’T UNDERSTAND WHY THE KERALA GOVT. IS DIG DELAYING THE PROJECT DAY BY DAY AND THE BUDGET IS INCREASING DAY BY DAY (WHICH NOW HAS ALREADY INCREASED MANY FOLDS FROM THE INITIAL BUDGET, HENCE REQUEST THE KERALA GOVT. NOT TO DELAY THE PROJECT ANY FURTHER AND HELP THE PEOPLE OF ERANAKULAM AND ITS SURROUNDING DISTT. TO GET RID OF THE TRAFFIC PROBLEMS AND DO NOT BOW DOWN TO THE SOME VESTED INTEREST OF FEW POLITIICAL LEADERS WHO SEE THIS PROJECT AS GOLD LAYING HEN. THIS AGAIN IS SENDING OUT NEGATIVE MESSAGE TO THE INVESTORS WITHIN INDIA AS WELL AS OUTSIDE INDIA.

    You may remember when the Malaysian company Pathibel came to relay MCRoad, the bureacracy did not pay them their bill amount promptly and the manager had to commit suicide. That is the mentality of the bureaucracy. The corruption is so much deep rooted that they are bothered about the cost escalation or delay in the completion of the project. We all have seen how much time it took to complete the Edapally railway over bridge. the original estimate was something about Rs.12 cr. After three years of begining of the work the contractor abandoned the work and the govt. had to retender to complete the work. The total cost was three times the original cost and it took more than 10 years to complete the work. Nobody bothered to enquire. Lakhs of people who travelled by that road had to suffer. Finally the work completed and the CM inaugurated it. But within three months the road collapsed. The contractor who was accused for substandard work showed the letter from the PWD that they had instructed that the surfacing of the road need not be of first grade or of the standard meant for rural roads. Even today the road surfacing is much inferior than what is needed taking into consideration the amount and quality of traffic plying in that road. When a project is announced, the bureaucracy looks from the amount of kickback they would get. not with a view of the public convenience.

      for the inferior road work,the concerned govt official has to be brought to book.     No one can dispute the calibre and capability of Mr. E. Sreedharan and DMRC in implementing this project. If someone is opposing DMRC, its only because they have some hidden agenda. I am sure ES would implement the best process and system for execution of this project as well, where no kick backs and favours can happen at any cost. Remember, the project is executed for the people by the people’s money. So it should happen as per the wishes of the large section of the people of Kerala.

    Being NRK, I fully support the DMRC and Shri Sreedharan Sir for the construction of Kochi metro rail project. This will not only help the corruption in the execution but also the timely completion of the project. Because of some of the officials with vested interest, the decision has been postponed for at least one month. This cause 30 X 40 Lac = ₹ 1.2 Crore monthly loss to the state . The government should get explanation from the concerned official for this loss due to their inefficient/selfish/vested decision.

    It’s a shame that responsible people are putting a spook in the wheel of Kochi Metro. Unless we get the Metro Rail on track, not much progress will happen in Kochi……Hope better sense prevails and the project is not derailed.

  • Kerala Merchants Union, the first and foremost trade organization which supported the Kochi Metro Rail, foreseeing it would help for the growth of the city, also joins with the Cochin Corporation to its demand for entrusting the work to DMRC under the leadership of Sri. E. Sreedharan, who has a successful track record in this field.

    Reconstruction of North Overbridge by DMRC in a time bound manner has given confidence to the citizens of Cochin for this Organization . As we know, all these years, the city roads maintained by the Corporation Contractors soon turned in to trenches. But this scenario has been changed, since these roads are now relayed by DMRC. The general public is relieved as the work on these roads are done during the night and the motorists are very happy on the good condition of these roads.

    We strongly believe that if the construction of Kochi Metro Rail is entrusted with DMRC under the leadership of Sri. E. Sreedharan, the project will be completed within the expected time, of course , without any corruption or escalation of the project cost.

Kochi is fast expanding. according to a survey tht was carried out in 2011, the bottom line drawn was dt the no of cars and 2 wheelers tht is there on road is more than what can be managed by the roads and its traffic control authorities. teh main reason y ppl resort to gettin their own mode of transportation is as we all kno speed and comfort. therefore as Dr. E sreedharan rightly pointed out,metro rail( komet) can do both and with the added advantage of not eating into our pockets.

    metro rail is the best for cochin and i would thank the all d jerks out dr very much if they dont bring in ny more oppositions to the good work.

    The Metro Rail / Mass Rapid Transportation system has been a dream of Kochi ites for more than a decade now.
    I recollect the first serious news/discussions happening in 2004 when many cities had not even planned for a metro.
    It is extremely dissappointing to see this project being delayed yet again.
    The issue that needs to be addressed through the metro is mobility for Kochi ites and people in the suburbs.
    To address this, all we need to employ is proven technology which DMRC has successfully handled in Delhi & elsewhere. We need not employ some fancy technology being employed in the west which will only escalate costs and delay the project further.
    E Sreedharan is the ideal person to oversee this project

    it is quite evident from the way DMRC have made progress in north over bridge work, that they are pretty efficient in completing the task given to them. We have only seen bridges and projects standing still for years and years before becoming usable. So it is very much advisable and sensible to give the metro project to DMRC, who have the reputation of completed metro work, which proves that they have the right technical and execution force to take up our dream project. E.Sreedharan along with DMRC will only do good for the project. As a kochite i hope that this project wont run into red tape.

    The Delhi Metro( DMRC) is a transparent organization. If you access the web site of the DMRC there is a link available to the “Airport Express.com” which is the web site of the Reliance Metro Airport express connecting the Delhi Airport to the Delhi Railway station and important points in between.Hit the button on’ public notifications’ and you get to read in bold letters the following.
    “Now having served the citizens of Delhi for more than a year, we have to announce with regret a temporary suspension of our services with effect from 5.30 A M on July 8,2012.Some technical defects have been noticed in the civil structures ( which were under the scope of the DMRC under the PPP scheme ) necessitating a thorouogh inspection of the via ducts”
    Elsewhere the web site of the Reliance Metro Airport Express states that all civil works for the project were done by the DMRC. It is reasonable to assume that safety issues have caused the closure of the 22 Km line and the line has been constucted by the same DMRC of which Padma Vibushan E Sreedharan was and is the principal advisor .
    I did some more searches on the internet and here is what I found out.
    Kochi Metro Ltd was incorporated on 02.08.2011
    It was incorpoarated with a subscription of 250000 shares with face value of Rs 100 each of which 249994 are held by the much maligned Tom Jose on behalf of the Governor of Kerala while the other six shares are held by Messrs Oommen Chandy,K M Mani, Aryadan Muhmmed, K Babu, A Dubey, and one Manoj Joshi. These seven persons have signed the memorandum of association of the company which does not state any thing other than the main and incidental objects of the company and about the aurhorised share capital of the company whcih has been indicated as Rs 2000 crores.
    The subscribed share capital of the company is Rs 2.5 crores.
    The last DPR puts the cost of the project (revised by DMRC in july 2011) at Rs 5146 crores. Informal reports indicate that the project cost would exceed Rs 10000 Crores
    Some time in March 2012,the governement of Kerala, in response to a letter dated 10.2.2012 from the Principal advissor DMRC authorized release of Rs 15 Crores to KMRL. it appears that earlier the release of Rs 10 crores was authorised. It is not clear whether the amounts were actually made availble to KMRL
    The budget of the Kerala Government for the fiscal 2012-13 has a provision of Rs 150 crores for the Kochi Metro. (para 16 of the budget speech) It also has a provision of Rs 50 crores for the high speed rail corridor estimated to cost some Rs 45000 crores and a provision of Rs 20 crores for the trivandrum and Kozhikode mono rail projects both together estimated to cost Rs 4600 Crores.
    The amounts provided in the budget may be actually availble if the state government raises more resources than what is required for making payment of salaries , pensions and inteerst payments and of course footing the bill for One Rupee a K G Rice and gas subsidies and such other committed welfare measures . If not KMRL will not be able to do nothing beyond hiring an indica car for which it ha now floated a tender.
    If as reported, the cost of the project has shot up to above Rs 10000 crores it would require an equity infusion of at least Rs 3000 crores. Assuming that the central government would put in 50% of the same the Kerala Government will have to put in at least Rs 1500 crores for the Kochi metro alone, forget high speed rail corridor costing Rs 45000 crores and mono rail projects in Kozhikode and Trivandrum. At the present pace of funding it may take a good ten years and in that context the statement of Shri Sreedharan that the project can be completed within 3 years of issuance of an order entrusting the work to DMRC can only mean that he has some thing very substantial up his slieves and that he has at his command the inexhaustible financial resources ( and of all types) of DMRC and that he can deploy them at his will to complete the Kochi metro , mono rail projects in Kozhikode and Trivandrum and the high speed rail corridor ,( and all other infra structural projects that can be thoght of ) all within 3 years of the issuance of order engaging DMRC to under take the projects.In that context a letter with positive answers to the queries of Tom Jose should soon follow from DMRC and by default Tom Jose can be considered to have done a favour to Kerala and all the potential infrastructure projects that the state governemnt can think of. So let us not hasten to abuse him and seek his dismissal.
    If such a letter is not forth coming from DMRC may be Mangu Singh should explain how he wrote a letter to shri Sreedaharan delegating to the latter even powers he did not have.
    May be the channels and newspapers and the so called intelligentia including other wise illustrious ex judges and do gooders should stop leading the kerala society further into the kind of superficial and inane discussions it is fond of indulging in .

    Why not another human chain to force the Kerarla Government to appoint Shri Sreedharan as co chief minister in charge of infrastructural projects with full financial and administrative powers and no legislative oversight. He could simultaneously be chairman and M.D of KMRL with the option of continuing as the principal advisor of DMRC.
    As for you Hon. mayor please also conentrate on making Kochi little more free of the solid waste heaps, mosquito menace and a thousand other thingts that make it a stinking cess pool.

    All the controversies apart, I support only one thing… Kochi Metro should start riding as soon as possible, whoever can do that the faster should be doing it. If its DMRC, then so be it. A common man does not want to know about all this beauraucracy and politics.. All we want is end result and that too fast as possible. Enough of so called promised projects and nothing happens after arguments.. Put an end to that. Smart City is another one. Not even a brick laid after close to 10 years. Dont make Kochi Metro the next Smart City.

    Decision making in our state is the slowest and most criticised.The work on metro rail should have been started by now and been halfway through like other states.We are still unable to convince DMRC or take a stern decision to hand over the project to anybody who is capable.We in the Army believe that work should be done no matter whatever the hurdles are or whoever does it.The future of kochi is dependent on such projects, we all should understand…

After seeing the exemplary performance of DMRC and the way the Delhi metro project was conceptualized, envisioned and executed shows the capability of Delhi metro in executing million dollar projects like this. If DMRC can achieve a commendable feet in a busy metropolitan like Delhi, why can it can’t achieve it in Cochin, which is comparatively a smaller city??

    As a political observer, i understand one thing. The Metro Project will be taken over by DMRC itself, but it will become another history of corruption. Mr E Sreedharan doesn’t have any administrative power in DMRC as he had before. The govt is trying to make all people saying that they want DMRC and E Sreedharan to do the project. Behind the curtains, the govt is posting thier people inside DMRC and KMRL. After this process , the govt proudly give the project to DMRC and will say ” We are with the people “. As a common man, i wish this project to be completed soon even if there is some corruption. I cannot wish more than that because i am living in INDIA.

    Learned judges of Kerala High Court seem to have asked, why sreedharan, is there not any alternative?
    I would like to point out the career of Mr.E.Sreedharan:
    1.Mr. E.Sreedharan was entrusted the work of construction of Pamban Bridge. The time available for the work was 6 months, But he completed it in just 46 days.
    2.He was the Chairman and MD of Cochin Shipyard and he completed the first ship “Rani Padmini” in time.
    3.In 1990, recalling him from his retirement, Govt. of India entrusted the work of laying Kondan Railway which he completed in 7 years.
    4. He was made the CMD of Delhi Metro in 2005. The project completed by him well within the time allotted and within the budget allotted to it.
    Google search will give full details of the awards won by him. Can there be any alternative to Mr.E.Sreedharan?

    Isn’t it possible to have Sreedharan as the advisor/consultant, so that the DMRC the advisory/consultant fees and then launch a global tender for the construction works. This was we can avoid the overload excuse of DMRC and still get Sreedharan to work for KOMET.

    Let us not waist valuable time going after DMRC. If DMRC is not willing to take up let KMRL complete this project under the leadership of Mr. Sreedharan. Anyway he does not have any official position in DMRC now.

    Before we cry for metro think

    **1.Population
    Kochi is comparatively a small city with the population of 6 lakh in City/Corporation area. (Average daily ridership of Delhi Metro Rail is more than 20 lakh. 30 lakh population is the Planning Commission criterion for the eligibility for Central government assistance.)
    The supporters of the Metro Rail Project, project augmented population of 18 lakh of the entire Greater Cochin Development Area as the population of Kochi City. It comprises 13 Village Panchayaths and two Municipal areas.
    In any event, it is a bare fact that the benefits of the proposed high-cost Metro Rail will cater the need of a few people in a single corridor having 25 KM.

    **2.Delhi Metro Experience
    Even in case of the prestigious Delhi Metro Rail, it is pointed out by the CAG (Controller and Auditor General) in their Report (No. PA 17/08) that the maximum daily ridership attained by Delhi Metro Rail Project was only 21% of the expected figure. The shortfall in ridership was attributed to ‘higher fare structure, lack of connectivity and lack of feeder bus system’.
    Delhi is a planned city where fairly better parking space and connecting roads are available. Here at Kochi, no provision at all is provided for parking space at proposed Metro stations. It is also impossible to collect the commuters at the stations by feeder bus/vehicles otherwise than through the Roads over which the overhead Metro Rail line passes. The net result will be that the passengers will not step-down from the bus they travel to enter the elevated Metro Rail station and to travel with a higher-rate ticket. Sufficient ring/parallel roads are also not available at Kochi. Therefore, even if people are interested to travel in Metro Rail, it will be difficult to collect passengers at and disperse them from the stations. Net result will be that the train-compartments will be shortened and time-gap between the trains will be widened. Finally, the project itself may be abandoned as uneconomical and unviable.

    **3.No fly-over in the city.
    Metro Rail Project is not established in any city where there is minimum 25 flyovers. Though the supporters of the Metro Rail Project stand for a 25 KM elevated Rail route it is a shameful fact that the Kerala Government could not construct even a single fly-over at any one of the important junctions of Kochi. It is obvious that the real objective behind the cry for the Metro is the benefit that may be derived by processing a mega project.

    **4. New Roads are the solution
    The traffic congestion at Kochi is from out of the steep increase in the number of private vehicles. No public traffic system, however efficient it is, will not lessen the traffic hurdles. Expense for the Road-developments will be comparatively lesser.

    **5.Ridership
    There are only two points at Kochi where we can expect more than average 500 passengers per hour; they are, North Railway Station and the South Railway Station. The most important other commuter points of this City — High Court, St. Theresas, Menaka, Boat Jetty, Maharaja’s College and District Court Complex — are avoided from the presently proposed Metro route. (The authorities would have opted this alternative route if they had bonafides).

    **6.Suburban Rail and new wider roads are the alternative
    The existing Rail line is almost parallel to the proposed Metro Rail route. Therefore the highly acclaimed Suburban Rail service will be more effective. No serious land acquisition is need. No huge expenses are invited. Indian Railways welcomed it.
    New Roads having sufficient width are the real solution for the traffic problems that affects this City. Several parallel roads (Alwaye to Pettah) can be made with the expense now expects for the implementation of Metro Rail Project.

    **7.Stance of the Central Government.
    The veteran Central Government Ministers, Sri. Jaipal Reddy and Sri. Pranab Kumar Mukherjee had repeatedly declared that the Kochi Metro Rail Project is not conducive. Ministers of various Departments have stated several times in the Parliament that the Central Government did not favour Kochi Metro Rail Project.
    The Planning Commission team that visited Kochi under the headship of Sri. Gajendra Haldia has stated in their report that the Metro Rail Project at Kochi would not be viable or economical and that ‘only cities with a population of more than 3 million would be eligible for Central assistance’. It was also pointed out that Kochi holds the 14th rank only, on population basis, among the cities where Metro Rail Project is not implemented. Sufficient number of passengers is sine-qua-non for the running of this heavy project.

    **8. Planning Commission Still Protests

    It gave a conditional approval-Larger Kochi may reach 3 million population ‘shortly’. (Entire population of Ernakulam Dist is 32 lakh)
    (2) Note to PIB dated 23.12.2011 (it is said to be the basic document upon which Central Govt Sanctioned the project):
    It is stated:
    *3 million population will be attained only by 2051 (given the decadel population growth is 10 percent (actually it is 5.6 by 2011 census).
    * Majority cannot afford Metro.
    *Shift to Metro (from present public vehicle users) is not cleared by st. Govt.
    * Present route does not support urban centers.
    *No clarity of inter change from Rail or Busstand.

    **9.Intelligentsia protest
    The Indian Institute of Architects, retained Judges, former Collectors, Lawyers, Architect of Cochin Marine Drive etc. have already raised protests against the implementation of the Metro Rail Project at Kochi.
