I cannot reproduce this. The message I get is "There are currently no threads in this forum." -- can you provide clear reproduction steps?

Check the following in the registered users permissions. Leave the other settings to default.
Can view forum?
Can view threads within forum?
Can only view own threads?

Check this in the guest's viewing permissions.
Can view forum?

Make a couple threads in that forum and log out and open the test forum in archive mode.

When opening it in normal mode it says
Sorry but there are currently no threads in this forum with the specified date and time limiting options.
