HistoryIndependent in 1918, Latvia was formed from former Russian Empire gubernias of Courland, southern Livonia, and western Vitebsk. It was a republic of the U.S.S.R during 1940 to1989 and regained independence in 1989. Many Jews emigrated from the port of Libau (now Liepeja).
