Google gave money to conservative firebrand Heritage Action

Google, which has been expanding its influence beyond its traditional tech allies, gave money in the past year to Heritage Action, the upstart conservative advocacy group that helped set in motion this fall’s government shutdown.

The group is a new addition to the list of dozens of independent groups that received grants from Google since September 2012, according to an examination by the nonprofit Center for Media and Democracy, based in Madison, Wisc.

A spokeswoman for the tech giant declined to comment on the size of the grant or whether it will continue to support Heritage Action.

Google, which voluntarily discloses the recipients of its grants online, does not reveal how much it gives each group. On its Web site, the company says it provides support to “a number of independent third-party organizations whose federally-focused work intersects in some way with technology and Internet policy.”

Among the organizations on the list are a number of major conservative players, including American Action Network, Americans for Tax Reform and the Competitive Enterprise Institute. Google also funds traditionally liberal groups such as the NAACP, the Urban League and the Center for American Progress Action Fund.

A spokesman for Heritage Action said the group does not comment on its funders.

A sister organization of the Heritage Foundation think tank, Heritage Action emerged as one of the most polarizing groups in Washington this year, in large part because of its efforts to whip up support among conservatives for using a government funding bill to undermine President Obama’s signature health-care law. The resulting 16-day government shutdown was lambasted by business leaders as damaging to the U.S. economy.

On Asia trip, Biden to press China on maritime provocations

Vice President Biden will meet separately with the leaders of Japan, China and South Korea on a week-long trip to Asia starting Sunday during which he will convey the Obama administration's concerns over China's recent provocations in the East China Sea, officials said Wednesday.

The vice president's trip comes as the administration hopes to quell doubts among allies and rivals over the U.S. commitment to the Asia-Pacific region. President Obama canceled his trip to two summits in southeast Asia last month during the partial government shutdown.

Officials said Biden will have high-level, wide-ranging talks with Chinese President Xi Jinping during his stop in Beijing, but they acknowledged that the vice president is likely to raise objections to China's claim last weekend of control of an "air defense identification zone" over disputed waters between itself and U.S.-ally Japan.

Obama administration proposes new rule curtailing political activities by nonprofit groups

Politically active nonprofit groups such as Crossroads GPS and the League of Conservation Voters could see their influence on campaigns dramatically curbed under a proposed rule announced Tuesday by the Treasury Department and Internal Revenue Service.

The new guidance would amend current regulations governing groups set up as “social welfare” organizations under Section 501(c)4 of the tax code. Such groups are supposed to make social welfare their "primary" purpose under current IRS regulations, a rule that is generally interpreted to mean that 501(c)4s must spend at least 51 percent of their funds on things such as community beautification and education.

Obenshain will request recount in tight Virginia AG race

State Sen. Mark Obenshain will formally ask for a recount in the historically tight race for Virginia attorney general, his campaign announced Tuesday, leaving the final outcome still unclear three weeks after Election Day.

The State Board of Elections certified the results of the contest Monday, with state Sen. Mark Herring (D-Loudoun) declared the winner by 165 votes out of more than 2.2 million cast over Obenshain (R-Harrisonburg). The narrowness of that result — the closest statewide race in modern Virginia history -- is well within the margin for the loser to request a recount that will be paid for by the state.

Mary Cheney joins fight against Indiana gay marriage ban

Mary Cheney has decided to wade into Indiana's fight over whether to adopt a constitutional ban on same-sex marriage, hosting a reception in Indianapolis on Dec. 11 to raise money for opponents of the amendment.

The move comes as her sister Liz Cheney's position on gay marriage and the family's internal feuding over it hang over Liz Cheney's 2014 Senate campaign.

Mary Cheney, who is lesbian and married with two children, has publicly clashed with her sister over the issue of gay marriage in recent weeks. Liz Cheney is running in a primary against Sen. Mike Enzi (R-Wyo.) and has declared she opposes same-sex marriage.

The New Jersey state legislature will send Gov. Chris Christie (R) a bill that would grant in-state tuition to illegal immigrants who graduate from New Jersey high schools, similar to the federal Dream Act.

Christie has said he supports the general concept of the bill but would not sign it without specific changes — changes the legislature declined to give him.

The governor, who won half the Latino vote in his reelection campaign earlier this month -- far better than the vast majority of GOP candidates -- now faces vetoing legislation that is very important to that community.

Freshman Rep. Trey Radel (R-Fla.), who is undergoing treatment after pleading guilty to cocaine possession last week, said he's doing well but that people are harassing him at the treatment facility.

Radel, who is staying at Hazelden Addiction Treatment Center in Naples, Fla., told a reporter from the Naples Daily News, "I feel great."

The Supreme Court agreed Tuesday to consider a new challenge to President Obama’s Affordable Care Act and decide whether employers with religious objections may refuse to provide their workers with mandated insurance coverage of contraceptives

The cases accepted by the court offer complex questions about religious freedom and equality for female workers along with an issue the court has not yet confronted: whether secular, for-profit corporations are protected by the Constitution or federal statute from complying with a law because of their owners’ religious beliefs.

Once-skeptical Huntsman not closing door on repeat presidential bid

Former Utah governor Jon Huntsman (R), who in recent months has sounded less and less like a potential 2016 presidential candidate, appeared to leave that option open during a talk Monday in New Hampshire.

Asked about 2016 in recent months, Huntsman has said he's "not insane" and that he wants to return to private life after giving "the best years of our lives to politics." But on Monday at St. Andelm College, he said he remains devoted to public service.
