MOSCOW, July 20— The American schoolgirl Samantha Smith will not meet Yuri A. Andropov, but will go home Thursday with presents from him to remind her of her stay in the Soviet Union, her father said today.
Arthur Smith told Western correspondents that Mr. Andropov had apologized for being too busy to meet 11-year-old Samantha, who was invited to the Soviet Union by the Soviet leader after an exchange of letters with him on the dangers of nuclear war.
