Halal Accreditation & Certification Services Program

 

Introduction

  • Welcome to the AFICs certification service. We are committed to building long term relationships with our clients and look forward to working with you for many years into the future.
  • In this process, it is strongly recommended that this booklet be read by your management responsible for the maintenance and improvement of your organisations certified system.
  • In order to maximise the business benefits from your certified system, your organisation also has some obligation that need to be met to ensure that your approved certification is maintained. Congratulations and thank you for your enquiry.

 

Obligations of Certified Organisations

Following certification, your organisation will need to observe the following obligations:

  • Continued compliance with the relevant standard(s) as stated in the agreement;
  • Conduct of regular internal audits with appropriate documentation, reviews and of any subsequent corrective actions;
  • Immediate notification to AFIC of any significant changes in the structure and operations of your organisation which may affect the Halal certification system.
  • The client must ensure that the certification is not used in any way which causes confusion or deception or was likely to cause deception or confusion;
  • In case of manufactured products, the client must ensure that the signed and stamped certificate is accompanied by the consignment of goods prior to their despatch from a site covered by Licence and certificate.

 

Role of your Authorised Contact Person

The nominated representative authorised by your organisation will be the primary contact person for AFIC with your organisation for all matters concerning your Halal certification. The nominated person must have sufficient authority to discuss and make agreements with AFIC on certification matters. The accredited company must notify AFIC in writing should there be any changes to the contact persons’ details.

 

AFIC Inspection, Audit & Review Activities

After obtaining certification, AFIC would conduct periodic on site audits at approximately six – twelve months intervals. The frequency of the inspection audit may vary depending on the level of confidence held by AFIC in the organisations effectiveness and internal audit & a responsive corrective actions system.

 

Dates & times for these visits will be arranged with the organisation after discussion. Any changes to the agreed date should be notified immediately. AFIC reserves the right to charge clients for any costs or loss of income associated with the late cancellation (within 24 hrs of scheduled date & time).

 

Note:

Inspection required per site: at least once a year or depending upon the nature of products: High risk, low risk or medium risk area. A full reassessment to be conducted approximately every three years.

         

Objectives: Assessing Halal Compliance, Auditing of records, Complaints, Quality Assurance, Good Manufacturing Practices, Manufacturing facilities & premises, Hygiene & Health (OH&S), Requests for amendments, if any.

 

Use of Certificate, Licence & Logo

  • The client must not, without AFIC’s permission, alter, modify, deface or destroy the Certificate and Licence;
  • The client may copy the certificate & licence which must be clearly marked as ‘copy’;
  • The original and all copies of the certificate and licence remain the property of AFIC & must be returned to AFIC if requested;
  • To report to AFIC any suspected or actual unauthorised use of the certification mark or logo of which the client becomes aware;

 

 Scope of Certification

This document provides detailed description of the scope of your organisation’s certification which would include:

  • Names & location(s) covered by the certification;
  • Achievement of certification to the relevant standard;
  • The capability statement such as range of products, services and activities for each location covered by the certification; and any specific exclusions from the scope of certification

This document can be included in tenders or to provide to customers and potential customers as it include all the information that is contained in the certificates.

 

Displaying your Certification Documents

The Certificate including scope may be displayed in areas where they are readily seen by customers, potential customers, and staff.

 

How the Certification mark or Logo may be used

The companies or organisations that have been granted Halal certification by AFIC accredited certification programs, are entitled to use the Halal Logo. AFIC will provide artwork for the certified company wishing to use the Mark or Logo.

 

This marks or logo can and should be used to convey the organisation’s certification to clients and the public. It can be used on:

  • Advertising material;
  • Corporate brochure;
  • Packaging (*condition apply);
  • Other promotional material.

The mark or logo must only be used by the AFIC certified organisation. It cannot be used by:

  • A parent company
  • A subsidiary company
  • Another company (e.g. a supplier, a purchaser, a consultant to the company, a francise etc.) that has any connection with the certified company.

 

Clients Indemnity

The Client indemnifies AFIC from and against all expenses and costs, losses and damages that AFIC may incur or sustain as a result, whether directly or indirectly, of:

  1. any breach of these terms by the Client including, but not limited to, a breach in respect of which AFIC exercises an express right to terminate the Halal Licence; or
  2. any negligent act or omission of the Client or its officers, employees and agents;
  3. any loss of or damage to any property or injury to or death of any person resulting, wholly or partly, from any product, process or service in relation to which the Licensed Certification has been used by the Client.

 

Royalty

The Client, where applicable must:

  • Pay to AFIC the royalty according to AFIC Schedule of Fees as amended from time to time; and
  • Cooperate with AFIC and grant to AFIC reasonable access to all relevant books, documents and records to enable AFIC to calculate royalties due to it, if required by AFIC.

 

Conditions of Certification

After the certification has been granted the following conditions are met for maintenance of certification program:

  • Continued compliance with the conditions of certification as set out in the agreement
  • Shall maintain the Halal system in accordance with the scope of certification
  • Provide copies on request, of controlled copy, relevant policy manual and procedure and all other relevant facilities including access to premises, make personnel, records available to AFIC authorised representative at any reasonable time in performing ongoing audit surveillance and periodic reassessment.
  • Maintain records & notify AFIC of all complaints from customers that reflect on the integrity of the Halal system.
  • The certified company shall, at all reasonable times allow AFIC’s authorised personnel access to its premises and records for the purposes of investigating such complaints.
  • AFIC will consider requests from the certified company for changes to the existing certified documents subject to payment of any additional costs due to this assessment process.
  • AFIC will notify the certified organisation any changes to be made in the scope of certification or any reassessment or audit findings that needed corrective action in writing.
  • The certified company shall agree with AFIC, in a time frame to rectify any deficiency found during inspection, audit or reassessment that require corrective action to maintain the certification.
  • In the event that an applicant company fails to comply with or that a certified company fails to comply or is unable to maintain compliance with the relevant certification standard, the AFIC may decide to (in writing to the organisation):
  • refuse certification;
  • suspend certification;
  • reduce the scope of certification;
  • withdraw certification.

 

When the company/organisation’s certificate is suspended or withdrawn or reduced with the scope of certification, the certifying organisation shall immediatly:

  1. cease supply of goods or services;
  2. take steps to modify goods or services before supply;
  3. destroy or modify materials or goods;
  4. inform public about Halal status of their products;
  5. cease to representing to have any current Halal Certification;
  6. undertake & implement to goods recall procedure ;
  7. Withdraw and/or cease to use any promotional or advertising material showing its Halal accreditation including logo;
  8. Ensure all copies of certificates are removed  from areas of public display;
  9. return all superseded certificates and logo;
  10. cease to use the certificate or mark or logo that are circulated to existing, potential clients or in the public domain;
  11. continue to pay all fees levied by the AFIC during suspension period.
