Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Georges R. Alexandre, Brigadier General, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of Artillery of the 5th Army Corps, General Alexandre performed invaluable services to the American Expeditionary Forces. To his consummate skill as an artillerist was due in a large measure the success of the artillery in the operations of the 5th Army Corps in the St. Mihiel offensive and in the first phase of the Meuse-Argonne offensive. The loyal spirit of cooperation which he constantly manifested will ever be held firm in memory of his American colleagues.

ALLAIN, EMILIEN
Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Emilien Allain, Captain, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, while serving with the 315th Regiment of Infantry, French Army. By his able adaptation of the French combat formations to the American units and by the thorough instructions he gave the students of the Army Candidates' School in the technique of the combat formation, Captain Allain has given valuable service to the American Expeditionary Forces. Later, as Liaison Officer between the Marshal Commanding the Allied Armies and American General Headquarters, by his courteous efforts and good judgment, he has rendered much valuable assistance to the American Army.

As Commander of the 18th French Division, General Andlauer displayed conspicuous military attainments and the most loyal devotion to the allied cause. By his cordial spirit of cooperation and careful supervision of the training of the 1st, 2d, 26th, and 42d American Divisions during the time in which they were attached to his command, he rendered invaluable services to the American Expeditionary Forces.

Due largely to his personal efforts, the closest cooperation existed between his army and our town Topographic Service. Just prior to the Meuse-Argonne he personally arranged for the Geographic Service to extend and enlarge its facilities, so as to assist the 1st American Army in every way possible. His services were of inestimable value.

While serving as Chief of D.T.M.A., Major Berger was in personal charge of practically all of the movements of troops and hospital trains. He was tireless and careful in supervising the transportation of our troops through France and in providing railroad facilities for the shipment of supplies. He accomplished with brilliant success a most arduous and important task.

BERNARD, FREDERIC
Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Frederic Bernard, Quartermaster, French Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. With extraordinary heroism Quartermaster Bernard achieved the seemingly impossible in rescuing 70 members of the crew of the U.S. Army Transport JINSEN MARU, when that vessel foundered at Ile d'Yeu, France, on 4 December 1918. Braving the rocky surf, he got a line to the ship when other efforts had failed, and by that line sent all the members of the crew one-by-one to shore, being himself the last man to leave the ship. Displaying personal bravery of the highest order, he voluntarily jeopardized his life to perform this courageous service.

In the midst of his exacting duties, he found time to render very valuable service to the American Expeditionary Forces, being ever ready to assist us by his sound judgment and wide knowledge of constantly changing conditions.

In February 1918, when the 26th Division became a part of the 6th French Army, he made the most complete and detailed arrangements for the care of our sick and wounded and assisted in every possible way in making their instruction period a success. During the Chateau-Thierry offensive, when several divisions of the American Expeditionary Forces were in the 6th French Army, he rendered significant aid to the American units. Later, when he became Chief Surgeon of the group of armies of the Center, he again manifested the same whole-hearted spirit of cooperation and helpfulness. No demands were ever too great to receive his consideration and no effort was left unmade by him to assist in meeting the many emergencies which confronted the medical department in the trying periods of 1918. His services were of great consequence to the American Expeditionary Forces.

Captain Thenault Commanded the Lafayette Escadrille from the time of its creation in April of 1916 until it was transferred to the Air Service, American Expeditionary Forces, in January 1918. He led the squadron throughout the operations in Alsace and the Verdun offensive in 1916, later participating in the Allied offensive on the Somme and the Aisne. In 1917 he continued to command the squadron which was withdrawn from the line, and participated immediately afterwards in the operations on the Chemin des Dames. During this time more than 50 American pursuit pilots served in this unit. By his initiative, force, courage, and devotion to duty he contributed materially to the successful operations of the squadron and instilled in the American pilots under his command the principles of pursuit aviation, which contributed materially to the success of other American pursuit organizations when these pilots were transferred. By his ability as a pilot and his frequent missions over the lines he set an admirable example to the American officers under his command.

THOMAS, JOSEPH C. A.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Joseph C. A. Thomas, Lieutenant Colonel of Artillery, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Director of Organization at the Samur Artillery School, Lieutenant Colonel Thomas rendered services of inestimable value to the American artillery. By his energy, enthusiasm, and devotion, he lightened the task involved in the training of your officers for the greatly expanded artillery establishment needed for the American Army.

TINARDON, M. A.
Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to M. A. Tinardon, Major of Engineers, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As a Member of the 4th Bureau of the General Staff of the French Army, Major Tinardon rendered invaluable service to the American Expeditionary Forces in connection with the selection of suitable sites for depots and hospitals. He gave us his time willingly, although his duties were pressing, aiding us most ably in the development of plans, and frequently furnishing us with labor and construction material in time of emergency.

TONGAS, GASTON
Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Gaston Tongas, Colonel of Engineers, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Director of Telegraphic Service of the 2d Line, Colonel Tongas labored most zealously and efficiently in our interests at French General Headquarters. He willingly offered wise counsel and unfailing support in our applications for service and material.

TREMBLAY, FRANCOIS L.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Francois L. Tremblay, Major of Infantry, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of the French Officers assigned to the 90th Division during the training period and later as Liaison Officer of the Division at the front, by his tireless efforts, willing spirit of cooperation, and his high military attainments, Major Tremblay rendered services of great value to our troops and won the warmest admiration of both officers and men. On the front in the St. Mihiel and Meuse-Argonne offensives his conduct and courage were a marked example to the men of the 90th Division.

TUFFIER, DR. T.
Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Dr. T. Tuffier, , a French civilian, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, serving as Professor, French Medical Inspector, School of Medicine. By his untiring zeal and devotion to the promotion of efficient treatment of the American sick and wounded, and by his earnest cooperation with the Medical Service of the American Expeditionary Forces in important research work, the inroads of disease and infections from wounds among the Americans were curtailed. By his eminent skill in scientific research in the field of preventive medicine and wound bacteriology, he achieved marvelous results in the saving of lives among our sick and wounded. He rendered services of great consequence to the American Expeditionary Forces.

VALDANT, HENRY C.

VALOTTE, PAUL C. A. R.

As Chief of the 2d Bureau of Marshal Foch's Staff, Major Valotte kept us constantly informed as to the general trend of operations as well as the situation of the enemy. He brought to bear on this important task an exact knowledge of the terrain, comprehensive understanding of the enemy movements, and the successive situations which confronted our troops. The services which he so willingly rendered to the American Expeditionary Forces were of exceptional value.

He was indefatigable in his efforts in our behalf, proving himself able, tactful, and possessed of a wide comprehension of existing needs and conditions. Cooperating with us at all times most whole-heartedly, he proved a loyal friend.

VERLEY, EDOUARD

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Edouard Verley, Captain of Artillery, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Liaison Officer with the Troop Movement Bureau at G-4, General Headquarters, American Expeditionary Forces, Captain Verley solved many difficult transportation problems incident to active operations. No task proved too large or too small for him to accept, and he accomplished with distinction and unfailing courtesy his many duties, rendering services of great value to us.

As French Military Intendant in the Bureau of the Assistant Secretary of the Board of Finances, Liquidation of Stocks, Mr. Vernay ably discharged a difficult and important task and rendered great service to the United States in the settlement of complicated claims and the liquidation of stocks involving millions of dollars.

VIDALON, JEAN

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Jean Vidalon, Brigadier General, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Assistant Chief of Staff of the French Army and as Head of the 2d Section of the General Staff, particularly charged with relations with foreign armies and of the Special Franco-American Bureau, General Vidalon successfully and most satisfactorily managed and coordinated the relations of the Ministry of War with the American authorities. To him is due much credit for the able direction of all the American units in French territory. His able assistance has contributed in a large measure to the friendly spirit that has existed between the French and the Americans.

As Commander of the 1st Brigade, Artillery of Assault, by his marked ability, initiative, and sound judgment, Colonel Wahl gave much valuable assistance to the American armies operating in the St. Mihiel and Meuse-Argonne offensives. His earnest cooperation in carrying out the details of the plans of operations had a marked influence on the success of the Tank Corps units in those important operations.

As Chief of the French Artillery attached to the 1st Army Corps, American Expeditionary Forces, during the Meuse-Argonne offensive, General Walch rendered us services of noteworthy distinction. His services were continuously marked by his qualities of leadership and military attainments, which were of a high order. Displaying tireless energy and devotion to his arduous duties, he strove diligently that our Infantry might have all the benefits of efficient Artillery support.

WISSEMANS, MAURICE
Citation:
The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Maurice Wissemans, Medical Inspector, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. When the 1st American Division went into the Verdun sector for training purposes, he collaborated with the Medical Service of the American Expeditionary Forces in every possible way to the end that our battle casualties should receive proper care. Later, as Chief Surgeon of the Group of Armies of the East, he actively participated in the preparation of the plans for the St. Mihiel and the Argonne offensives. His wide experience in battle conditions and his whole-hearted desire to be of assistance to his country's allies enabled him to render services of great value to the American Expeditionary Forces. He freely placed at the disposition of the American Expeditionary Forces all his resources as to hospitals, ambulance and train transportation, and medical material. His able advice and valuable assistance was a material factor in the provisions for the care and evacuation of our battle casualties. He rendered services of great consequence to the American Expeditionary Forces.
