Q.        What is E-ZPass® and how does it work?

A.        E-ZPass® is an electronic toll collection system that brings traveling convenience and allows you to pass through, without stopping to pay toll or use tickets, at any E-ZPass® compatible toll facilities, including the West Virginia Turnpike.  The E-ZPass® system uses transponder-based technology to electronically record toll usage.  Vehicle operators receive an electronic transponder/tag about the size of a deck of cards which installs on the inside of the front windshield with Velcro strips that we provide to you.  Commercial vehicle transponders are either windshield, license plate or rooftop mounted.

As transponder-equipped vehicles travel through E-ZPass® toll lanes, an overhead antenna reads the account information stored in the transponder.  You will receive a green light indicating your signal has been read.  Tolls are automatically debited from the customer’s pre-paid toll balance.  If you receive a yellow or red light, continue through the toll plaza, but you should immediately contact Customer Service Center at 1-800-206-6222 as there is a problem with your account or account balance.

Q.        What are the two discount plans (Personal Discount Summary) offered to passenger cars, vans, pickup trucks and motorcycles?

A.        Discount Plan #1 – WV E-ZPass® – This plan is for the daily commuter driving to and from work, school, church, etc., and frequent users of the Turnpike.  If you use the Turnpike at least three times a month, this plan can save you money.  The plan costs:

$25/quarter–Per Mainline Toll Plaza for unlimited travel!   or
$95/year  – Per Mainline Toll Plaza for unlimited travel!   or
$5/year – North Beckley Plaza Only – unlimited travel!

This plan provides up to a 90% savings in toll rates for the high frequency user and the cost may be eligible for deduction from WV income for tax purposes (consult your tax advisor).  There are three mainline toll plazas on the WV Turnpike (Plaza “A” (Ghent), Plaza “B” (Pax) and Plaza “C” (Chelyan).  There is no toll charge at North Beckley Plaza (Route 19) with the purchase of a mainline plan.  There are no residency restrictions.

Discount Plan #2 – WV E-ZPass® – This plan is for the less frequent user of the WV Turnpike.  If you use the Turnpike at least three times a year, this plan can save you money.  The plan costs:

$5/year for a WV E-ZPass® account then pre-pay funds via credit card into the account ($20.00 minimum) and as you pass through a mainline toll plaza, $1.30 (passenger car rate) will automatically be deducted from your account.  A credit card replenishes the balance by $20.00 (or whatever amount you select) each time your account falls below $10.00.

This plan provides a 35% savings in toll rates (or $.70 each time you pass through a mainline toll plaza) and the cost may be eligible for deduction from WV income for tax purposes (consult your tax advisor).  There is no toll charge at North Beckley Plaza (Route 19) with the purchase of this plan.  There are no residency restrictions.

Q.        What are the benefits of having an E-ZPass® transponder?

A.        E-ZPass® technology permits vehicle operators to travel the full length of the West Virginia Turnpike without stopping to pay toll.  This reduces travel time, increases mobility, and helps reduce fuel consumption.  Through this unique electronic toll collection system, motorists can experience toll road travel without the hassle of manually paying with cash, tickets, charge cards or tokens.

E-ZPass® also automatically records each toll transaction for customers, including date, time, plaza, toll charge and vehicle classification for all E-ZPass® toll facilities they use.  E-ZPass® provides economic benefits to the region by way of improved and more efficient movement of commercial goods and improved air quality.

Q.        Will my transponder work in all lanes?

Yes, ALL 38 toll lanes on the WV Turnpike have electronic toll collection capabilities with antennas and readers for the transponder system.  Every lane (with the exception of an “E-ZPass Only” dedicated lane, “see below”) has the dual function of accepting transponders AND cash transactions.

Q.        What are “E-ZPass Only” lanes?

When toll plazas dedicate a particular lane(s) for electronic toll collection, a sign will be activated indicating “E-ZPass Only” and cash transactions are not accepted in this lane.  As stated above, E-ZPass® is accepted in ALL lanes; however, when placed in a dedicated mode, this lane will be opened exclusively to customers with an E-ZPass® transponder.

NOTE:  There are times when the “E-ZPass Only” lane is not open.  This is during heavy traffic periods in the summer, holidays and certain weekends when a large percentage of travelers do not have E-ZPass®.  The reason lanes are not dedicated during these times is because more traffic can be processed through the plaza if every booth is manually staffed.  This does not mean that E-ZPass® customers have to stop to pay toll while passing through a manned toll lane.

Q.        Can I use my transponder on more than one vehicle?

A.        Yes, however, the owner of the transponder will be responsible for any improper use of the E-ZPass® transponder, improper speed through toll lanes, or failure to stop and pay the proper toll.  These violations may result in administrative fees and/or loss of transponder privileges.

Q.        Where will E-ZPass® be operational?

A.        Customers with a transponder from any of the agencies in the E-ZPass® Interagency Group will be compatible with the WV E-ZPass®.  They are:

  • Burlington County Bridge Commission
  • Chicago Skyway
  • Delaware Department of Transportation

Q.        How does my West Virginia E-ZPass® work in other states that accept E-ZPass®?

A.        With only one account, E-ZPass® customers may use all E-ZPass® compatible facilities (listed above).  If West Virginia E-ZPass® customers use other E-ZPass® compatible facilities, they will see this toll transaction information on their monthly statement from the Parkways Authority.  It will detail the tolls deducted from their accounts on the out-of-state facilities they used.  Rates charged by those facilities are not the responsibility of the West Virginia Turnpike.  Out-of-state E-ZPass® will be charged at their regular rate and will not include the WV E-ZPass®  discount.

NOTE:  If you set up Discount Plan #1 (commuter plan), you will need to pre-pay additional funds into your account for use on out of state E-ZPass facilities.

Q.        Will manual collection still be available at the toll plazas?

A.        Yes.  E-ZPass® is an electronic alternative for toll collection, but manual collection will also still be available at all toll plazas.

Q.        What happens if my transponder is damaged, lost or stolen?

A.        You will not be liable for unauthorized transponder(s) usage that occurs after we receive written notice from you via mail or fax (304-926-3748).  You will be liable for toll charges incurred prior to notification.  Please contact the WV Parkways Authority Customer Service Center if you wish to replace your transponder(s).  If your West Virginia E-ZPass® transponder is non-operational for reasons other than abuse or improper use and the transponder is returned to us, we will replace it at no charge to you.  Otherwise, you will pay $25 to replace the transponder.  If your transponder is damaged due to defacement, you will pay $25 to replace.

Q.        Can I hold my transponder instead of mounting it on the windshield?

A.        No, holding a transponder as you pass through a toll plaza is not recommended.  Transponders are affixed at certain locations on the vehicle to allow for maximum exposure to overhead antennas that will “read” each tag for account information and debit the appropriate toll amount (transponders are not permanently affixed).

Q.       What are my payment options?

A.        For individual patrons, the following are your payment options?

1)         Credit Card Payment Option – You authorize the Parkways Authority to charge your credit card for the initial plan you choose.  You can also indicate if you want your account to be automatically renewed.
2)         Cash, Check or Money Order Payment Option – Your application must be accompanied by a check or money order for the amount of the plan you choose made payable to the West Virginia Parkways Authority.  Cash payments may only be made in person at the Customer Service Center.
3)         Additional Prepaid Toll Balance Option for Those Patrons Paying with Credit Cards – A prepaid toll balance must be established for those patrons choosing Discount Plan #2 and can be added on to Discount Plan #1.  The prepaid balance can also be used anywhere E-ZPass® is accepted.  Tolls will be debited against this balance.  As part of this option, you agree to have your account automatically replenished when the account falls below $10.00.  The prepaid amount may be adjusted to reflect the average monthly account activity.  You will be notified of any changes regarding your account.

Q.        What happens if I speed through an E-ZPass® lane?

A.        As you approach and pass through a toll lane, you will under no circumstances exceed a speed of 5 miles per hour.  Improper use of your West Virginia EZ-Pass® transponder, improper speeds through toll lanes or failure to pay the proper toll may result in administrative fee and/or loss of tag privilege.  The administrative fee will be in addition to the toll amount and may be up to $25.00 per occurrence.

Additional Commercial Vehicle Operators Questions

Q.        What is the cost to purchase an E-ZPass® transponder for a commercial vehicle?

A.        For commercial accounts, there is a $25 charge for each E-ZPass® tag (non-refundable).  Commercial customers may purchase multiple tags with a single account.

Q.        What are the two discount plans (Commercial Discount Plan Summary) offered to ALL classes of commercial vehicles?

A.        Discount Plan #3 – WV E-ZPass® – By opening an account with WV E-ZPass®, commercial customers can save money.  For example, for a 5-axle tractor trailer, the cost per toll plaza of $5.40 will be deducted from a pre-paid account ($100.00 minimum) as opposed to a cash rate of $6.75.  A credit card replenishes the balance by $100.00 (or whatever limit you set) each time your account balance falls below your pre-set low balance threshold.  This plan provides up to a 20% savings in toll rates for commercial vehicles, 2-axle and up, or a 35% savings for all others.  There are no residency restrictions.

Discount Plan #4 – NON WV E-ZPass® – This discount plan provides savings for Non WV E-ZPass® customers.  For example, for a 5-axle tractor trailer, the cost per toll plaza of $5.87 will be charged to your Non-WV E-ZPass® account, as opposed to a cash rate of $6.75.  This plan provides up to a 13% savings in toll for 2-axle and up commercial vehicles.  There are no residency restrictions.  The Non WV E-ZPass® also applies to PREPASS, BESTPASS and NORPASS since they use E-ZPass technology.

Q.        Will every commercial vehicle need a tag?

A.        In addition to receiving a discount, we recommend equipping each commercial vehicle that uses the West Virginia Turnpike with a transponder because it will help speed commercial traffic through toll plazas while giving drivers a more convenient way to pay tolls without stopping.

Q.        Are transponders transferable to different vehicles?

A.        Yes, you may transfer transponders to different vehicles, as long as they are of the same vehicle class.  You should notify us of the changes in your vehicle’s registration information, so that we can identify vehicles whose transponders are not working properly, and other similar situations.

Q.        Will WV E-ZPass® accounts be prepaid or postpaid?

A.        West Virginia E-ZPass commercial accounts must be prepaid.  Commercial customers can prepay their accounts via credit card, check and cash paid in person at the Customer Service Center.

Q.        What information will be included on the statements?

A.        Monthly statements will display all E-ZPass® transaction information such as date, time, plaza, toll charges and vehicle classification for all E-ZPass® toll facilities used.
