Background Note for International Advisory Panel

The 1st meeting of Honorable HFM with the International Advisory Panel was held on the 3rd August 2006. In this meeting, IAP had discussed several health sector issues on NHM focusing on the following aspects:

  • Contextualizing NHM within the public health framework
  • Consensus and focus on health sector reforms across various States
  • Quality, training and career progression for the health manpower defining standards for skill development
  • Decentralization and developing management systems including data management as policy instruments
  • Financing, including insurance and risk protection for the poor
  • Improving nutrition, maternal and child health (MCH)
  • Addressing emerging non communicable diseases and other major public health challenges
  • Harnessing the resources of the private sector for engagement under NHM.
  • Management of HT & cardiovascular diseases in rural areas.
  • Management of neglected tropical diseases, and Control of malaria.

Thereafter 2nd meeting of Honorable HFM with IAP was held on 7th August 2007 and in addition to above issues, several other issues relating to progress under NHM was discussed in detail and following points came out of the meeting:

  • Focus on improving the quality of care in Institutional delivery.
  • Integration of PPI with the Routine Immunization to build on the mass mobilizations of polio.
  • Development of Model districts in each state for replication and scaling up
  • Blended payments to ASHA including fixed honorarium & Performance based incentives.
  • Focus on global warming through research to control them.
  • Importance of PPP within overarching framework of NHM.
  • Importance of disease surveillance and Intersectoral coordination.
  • Need for credible external assessment of programme.

The 3rd meeting of Honorable HFM with the IAP was held on the 9th February 2008. In this meeting, the major issues which are discussed during the discussion with the Indian delegation are as follows:

  • Process of health structure reforms
  • Human resources required at different levels and new training in public health, decentralization and local management
  • Financing, including insurance and risk protection for the poor
  • Improving nutrition and maternal and child health (MCH)
  • Addressing emerging non communicable diseases
  • Public health approaches for HIV/AIDS, Malaria,Kala-Azar & T.B
  • Public - Private Partnership for providing essential health services
  • Providing affordable high tech costly health care
  • Issue of Governance and delivery of health services
  • Reaching out to the tribal population and underserved areas

4th meeting of Honorable HFM with IAP was held on 5th August 2008, several issues which are discussed during the meeting are as follows:

  • Shortage of health human resource
  • Problem of under nutrition
  • Emerging chronic disease problem
  • Innovation and partnerships like the EMRI, cell phones to ANMs underway under NHM
  • Roll out of HMIS (Health Management Information System)

5th meeting of Honorable HFM with IAP was held on 3rd February 2009, several issues which are discussed during the meeting are as follows:

  • Decline of IMR by two points
  • Need of local health managers for proper coordination at the grass root level
  • Mobile phones as a data collection device using electronic medical record at clinic level
  • Use of Mobile phones for training of ASHA and for updating her knowledge
  • Training of ASHA on neo-natal care
  • Home based new natal-care
  • High out of pocket expenditure
  • Rashtriya Swasthya Bima Yojana (RSBY)
  • Resolution on National Alcohol Policy and food labeling
  • Issues relating to the human resource gap and non communicable disease

6th meeting of Honorable HFM with IAP was held on 7th August 2009, several issues which are discussed during the meeting are as follows:

  • Addressing the challenge of human resource
  • Releasing of First Report of the National Rural Health Mission for 2008-09,
  • Overview of the HMIS Portal
  • Role of Public Private Partnership in achieving the desired results
  • Need of managerial capacity for the health system
  • Global exchange of information
  • Need for better PRI training, strengthening management structure at all levels
  • Annual Health Survey being proposed under NHM

7th meeting of International Advisory Panel (IAP) on NHM was held on 4th February 2010, several issues which are discussed during the meeting are as follows:

  • Service guarantees from health facilities
  • NABH & ISO accreditation for quality
  • Providing human resource to all public health institution
  • IPHS for all PHCs & CHCs,
  • Focus on nutrition programme & outcome Indicators
  • Need for newer vaccines
  • Recording of maternal deaths

8th meeting of Honorable HFM with IAP was held on 1st February 2011, several issues which are discussed during the meeting are as follows:

  • Project for Model District in Assam
  • Increase coverage of Immunization and introduce new vaccines especially for rotavirus infection
  • Progression of career for ASHAs
  • Requirement of separate treatment for severe malnutrition and the reluctant decline of TB incidence
  • Importance of Non-communicable disease
  • Rising incidence of P. falciparum malaria
  • Potentials of use of Mobile phones in healthcare
  • Focus on Neonates and free and assured referral transport to the neonates
  • National Health Portal

9th meeting of Honorable HFM with IAP was held on 5th August 2011, several issues which are discussed during the meeting are as follows:

  • Progress made in the health sector through NHM
  • Launch of Janani Shishu Suraksha Karyakram (JSSK)
  • New initiative of social marketing of contraceptives by ASHAs
  • Launch of name based Mother and Child Tracking System (MCTS)
  • Important of Hib and rotavirus vaccines
  • Line listing of TB cases
  • Setting up of a specialized central drug procurement agency

10th meeting of Honorable HFM with IAP was held on 2nd February 2012, several issues which are discussed during the meeting are as follows:

  • Pilot Project for screening of NCDs in 100 Districts
  • A pilot scheme for provision of sanitary napkins in 152 Districts
  • Introduction of the Pentavalent vaccine in the country
  • Availability of quality data
  • Model District project
