Fukushima was a nuclear disaster, there was a meltdown and radioactive particles did escape. Design wasn't great and was poorly managed. It should never be allowed to happen.

However, the radiation levels are so low that it's unlikely that anyone will ever get cancer as a result. There are places all over the world that have higher levels of natural radiation than Fukushima. Chernobyl was many, many orders of magnitude worse.... this didn't come close.
