Hip-hop's most manic, bugged-out rapper is back with his sophomore solo release, When Disaster Strikes. And while it's not a disaster, there's not a cut here to rival his offbeat breakthrough hit ''Woo-Hah! Got You All in Check.'' Busta Rhymes' rat-a-tat rasp remains hip-hop's most original voice; still, despite help from Puffy Combs and Erykah Badu, this comes off more like a free-associative collision of skits and verbal pyrotechnics than a coherent album. B
