NW Quad bill deferred to 41st day

• HB 1134 would have required lawmakers’ approval for SDSU project

BROOKINGS – A bill that would require legislative approval for projects such as the upscale apartment complex proposed for the South Dakota State University campus has been deferred to the 41st day of the legislative session.

The House State Affairs Committee voted 7-6 this morning in Pierre to defer House Bill 1134, which was targeted at the controversial plan to develop the Northwest Quadrant at SDSU.

Last week, the bill was deadlocked 6-6 in committee, and it was brought back before the full 13-member group today to break the tie vote.

Deferring a bill to the 41st legislative day is really a way to kill it, because there is no 41st day in the legislative session. This year's legislative session is scheduled to go only 38 days, and no session is supposed to exceed 40 days.
