Gunn was selected for the position following a national search. His distinguished career spans nearly 20 years, including service as a senior official with the U. S. Department of Health and Human Services. He previously served as an elected leader in the South Carolina House of Representatives, becoming the first African American to represent his district in 2008. Gunn holds  bachelor’s and master’s degrees in social work from the University of South Carolina.
