Proposal Abstract:


The Royal Christian Institute is an initiative derived from several meetings by the Trye community in Barnesville, Monrovia, Liberia. The plan is to construct a twelve grade school in a very challenged community. The conflicts in Sierra Leone and Liberia left a legacy of poverty and social upheaval, especially for young citizens whose development was interrupted by conflict. The purpose of this initiative is to reduce the level of illiteracy amongst children whose parents cannot afford to send them to school.

This school is modeled after some of the best private schools in Liberia — but is expressly intended to be affordable and available to members of one of the poorest communities in the city of Monrovia.

The scope of this initiative: The Trye community in the Barnesville Township near the city of Monrovia.

As in most parts of Monrovia itself — about 84% of the population lives below the international poverty line of $1.25 a day, and only 56% of the adult population is literate. Even that percentage of literacy is challenged by the fact that most did not complete high school.

Members of the Trye community have requested the need for such an initiative — and they have shown great willingness and efforts to having a school built in their community. They played a very vital role in the acquisition of the land on which the school is to be built; the land already available.

Selection of participants will be carried on a first come first come basis. Evaluation will be both qualitative and quantitative with the intent of making the Royal Christian Institute as academically competitive as any other private school in the city — as well as keeping full accountability to all stakeholders, especially the sponsors and donors.

The budget for this initiative, which includes the construction of the school, as well as three years of operation, is $2,464,642.33. This budget covers the salary of 42 operational 3 construction staff members — who may or may not be needed after the construction of the school. The Royal Christian Institute will have 35 full-time staff and three contracted staff.

Construction of the Royal Christian Institute is expected to begin one month after the project and operation costs are met.

The Royal Christian institute’s core value: Improving the quality of life to enhance the dignity of a human being — while instituting educational consciousness and advancement. Our value system continuum is based on: leading by example with a sense of politeness and lawfulness while instilling in the children of the Trye community a sense of right from wrong on a moral as well as an ethical level. We value and incorporate equal opportunities for all children of this area — to receive quality educational advancement as well as skills for a productive community.

Organization Parameters

The Royal Christian Institute shall be governed by a five member board of directors. This board shall be responsible for the welfare of the Royal Christian Institute. Fund raising shall be one of the main functions of the board of directors. The board of directors shall be a matrix of people with diverse backgrounds and qualifications congruent to meeting requirements of diversity and cultural competence.

Project Leader: The project shall be directed by Reverend Moses F.B. Hallie as project director, and the technical aspects shall be handled by James Forley as construction engineer, and Bernard Yambasu as technical and field supervisor. Mr. Moses F.B. Hallie holds a bachelors of Arts degree in Public Administration from the University of Liberia. He directed a project to build an elementary school in the village of Keyleema in the Foya District in Liberia. To date, that school remains the village’s only viable elementary school. Mr. James Forley holds a bachelors of Science degree in Civil Engineering for the Fourah-Bay College in Sierra Leone. He has been involved in many major construction projects in Liberia and Sierra Leone. Mr. Bernard Yambasu is a well trained electrician who has supervised project work for many years.


Project Director/Coordinator: Shall have the responsibility direct and coordinate all activities of the project. He or she shall collect, analyze and compile all reports for subsequent to the funders and other stake holders.

Construction Engineer: Shall have the oversight responsibility to ensure that all architectural work is done drawings and plans made. He or she shall ensure that all construction plans are properly executed and on time.

Field Supervisor: Shall carry out supervisory role to ensure that all functionaries of the project are well executed on the field. He or she shall keep records of all field activities and compile same for subsequent reporting to the appropriate designated authority.

Accountant/Bookkeeper: Shall keep proper record of all financial records and compile reports of same for subsequent report to the director or coordinator of the project.

Secretary: Shall take minutes of all business and executive meetings, collect data and compile reports on all the activities of the project as the need arises or as may be required by the principal.

Principal: Shall oversee the running of the Royal Christian Institute. He or she shall in consultation or with the consent of the school board of directors be responsible for the recruitment of teachers. The principle must have a master’s degree or its equivalence in education or any related field with more than five years of teaching and administrative experience. There shall be one principle.

Vice Principal, Administration: Shall assist the principal in the running the school in regards to all administrative matters. The vice principle for administration must have a bachelor’s degree or its equivalence in education with proven record of some administrative experience. There shall be one vice principal for administration.

Vice Principal, Instructions: Shall assist the principal in the running the school in regards to all instructional matters. The vice principal for instruction must have a bachelor’s degree or its equivalence in education with at least five years of classroom teaching experience. There shall be one vice principal for instruction.

Teachers, Elementary: Shall be responsible for making lesson plans, teaching, and evaluating students at the elementary level. They shall also be responsible for working with the parents on behalf of the school to ensure the well being of the students. Elementary teachers must have a teaching certificate. There shall be 12 elementary teachers.

Teachers, Junior High: Shall be responsible for making lesson plans, teaching, and evaluating students at the junior high level. They shall be responsible for working with parents on behalf of the school to ensure the well being of the students. Junior high teachers must have a teaching certificate with some level of teaching experience. There shall be five junior high teachers.

Teachers, Senior High: Shall be responsible for making lesson plans, teaching, and evaluating students at the senior high level. They shall be responsible for working with parents on behalf of the school. They shall also be responsible for the exposure of senior high students to college. Senior high school teachers must have a bachelor’s degree or its equivalence in education with some level of teaching experience. There shall be five senior high teachers.

Evaluation shall categorically be done as required by the project, and it shall be geared towards achieving the project’s goals and objectives. This shall be done at every level or stage of work in the given time frame of the project. Each phase shall be subject to evaluation so as to ensure viability.

Both qualitative and quantitative measures shall be used in carrying out the project evaluation. Students will be asked to tell how they feel the community school has impacted their lives, and they and their parents will participate in various focus group discussions to discuss their experiences of pre and after school life. Also the number of students making passes to the next grades will measure the quantity of students meeting the academic requirements. This is in addition to the standard evaluation of ninth and twelfth graders by the West African Examination Council (WAEC) yearly evaluation. As another measure of evaluation, the academic performance of the Royal Christian Institute shall also be compared to the top performing schools in Liberia.

Financial accountability and teaching standards will also be evaluated on an internal and external basis. The school shall be evaluated on a quarterly internal basis, and on a yearly external basis. The internal evaluation shall be comprised of relevant stake holders of the school including parents of student, board members, sponsors and donors, as well as representation from partners like the Ministry of Education, UNICEF, etc. The external evaluation shall comprised an independent evaluation team that will be charged with find any areas that the process operation of the school may be at variance with the program theory of the Royal Christian Institute, and making recommendations for the school.

What is The Underlying Problem and Its Justification?

The need to establish a school and other social services in the Trye community cannot be overemphasized as many children are roaming the streets of the community — trying to survive and sometimes engaging in criminal activities. Many of these children are vulnerable orphans.

Approximately, the population of the community is 25,000 with children and youth — ages 12 through 18 accounting for 65%.

Majority of those parenting children are people with low incomes or are unemployed. Women are frequently outdoors seeking food and ways to support their families while men wander far from home in search of jobs. Given this scenario — we believe that when this institution is established, the education, social and spiritual needs of the community will be boosted substantially. Hence our mission statement: “Striving to meet the needs of the needy, while seeking to find the lost at all costs.

What Social Impact Do We Envision?

The erection of these basic social services will provide job opportunities for trained and skilled men and women in the community. Children will immensely benefit as they enroll into a formal institution of learning — thereby developing and transforming themselves into solid citizens. Crime due to poverty and the two brutal civil wars Liberia endured — will be minimized in the Trye community.

What is Our Methodology?

The implementers of this project shall ensure that proper coordination of activities takes place. The community in which the project is based shall be a part and parcel of the decision making process — in the implementation of the project. A careful selection of a certified and well recognized construction company shall be done — to ensure a successful implementation of the project.

A day to day monitoring and reporting system shall be put in place to ensure adherence to policy and guidelines set forth for the implementation of the project.

Budgetary allotment for each phase of the project shall be appropriately executed as set forth in the budget — with strict adherence to financial and accounting principles in the dispensation of funds.

The project shall be subject to the appropriate progress and financial reporting system on a quarterly basis or as may be required by the funders. The project shall also remain opened to both internal and external evaluation with all necessary recommendations.

The selection of students shall be done on a first come first serve basis — dependent on the enrollees’ abilities to pass basic aptitude test. Prior to students’ selection, various means of publicity will be used. For example, fliers will be passed door to door in the community and announcements will be made at a local radio station, community meetings will be held, etc.

Minimal charges will instituted for the tuition in the first year — per student. There will be a slight “stakeholder agreed” increase for the second and third years. The revenue realized in these three years will be used to pay salaries and other expenditures — following the exhaustion of the initial three year budget.
