Welcome to the Affordable Housing Capital Funding Guide (AHCFG). This Guide contains the rules and procedures for Registered Providers (RPs) providing housing under the Affordable Homes Programme with funding from the Homes and Communities Agency (HCA).
Under the Localism Act 2011, the housing investment responsibilities of the Homes and Communities Agency (HCA) in Greater London have transferred to the Greater London Authority (GLA). The Government’s funding settlement includes a capital allocation for the Affordable Homes Programme 2011-15 (AHP).
The Affordable Housing Capital Funding Guide (AHCFG) hosted by the HCA will continue to provide the rules and procedures for delivering homes under the AHP in London. However, where appropriate, a London variation will be issued by the GLA. Registered Providers providing homes in London should therefore refer to both the AHCFG and the supplementary London variations hosted on the GLA website.
Where users have queries in relation to any aspect of the requirements contained within the AHCFG or the supplementary London variations they should contact their local investment lead in the first instance.
As well as grant funded schemes, this Guide will also provide occasional information on Nil Grant schemes, as defined by the Framework Delivery Agreement Heads of Terms (please see the AHP page for copies of the Heads of Terms for different types of RP).
The AHCFG contains six main books setting out the requirements, and a book of supplementary pages containing additional information and documents. These can be accessed by clicking on the headings at the left hand side of this screen. The books each contain one or more chapters.
In the six main books, the content is divided into “requirements” (i.e. what an RP has to do) and “guidance” (extra details and optional procedures). Requirement text appears automatically when a page is opened.
