3.1.1 The Requirements for an RP to undertake schemes on a non-Programme Partnering Agreement basis (aka the Specialist Route) are exactly the same as under a PPA, except that the RP does not need to sign a formal PPA. For some additional comments, highlighting specific issues follow the link.
There are no differences in the grant rules between the Specialist Route and the PPA Route. Under both routes the amount of grant payable by the Agency is fixed, and the RP is obliged to deliver the agreed number of units, housing the agreed number of people to the agreed quality requirements. This must be done in accordance with any other promises made by the RP when submitting their bid.
Under both routes, grant is paid to RPs in instalments at Start on Site, and at Practical Completion.
The only difference between the two routes is that, for schemes developed under the Specialist Route, the Agency allocated a limited amount of grant to RPs or schemes that were not considered suitable for inclusion in PPAs. Therefore, the main reason why RPs would have bid under the Specialist Route would have been:
However, once schemes bid for under the specialist route receive an allocation, the funding requirements are the same as if the scheme was being developed under the PPA Route.
