  • Transfers of property from Un-registered Bodies (URBs) to RSLs

The Procurement and Scheme Issues section has been updated to provide information on how transfers of property from URB's to RSLs work and the procedures that must be followed, including the setting of rents and grant recovery. Please see CFG - General - Procuremet and Scheme Issues - 5.6 for more information.

  • Key Workers

The NBHB chapter has been updated further to provide clarity on applicants eligible for KW support. Please see CFG - NBHB - Overview - 1.3.10 for more information and follow the asterisk.

  • Start on Site claims and Golden Brick

The Finance chapter of the General book has been updated with regards to information on Start on Site and Golden Brick, which will impact on the way payments are made. The changes will be effective immediately. Please see CFG - General - Finance - Grant Claims and Payments - 3.4 and 3.5 for more information. Also follow the asterisk in 3.5.6 for updated guidance.

  • Key Workers

The CFG has been updated to take into account that the key worker definition and qualifying roles now extends to all regions. Please see CFG - NBHB - Overview - 1.3.10 for more information.

  • KWL - Updated applicant eligibility

The Key Worker section of the CFG has been updated to take into account changes in the eligbility requirements for employees of HM Prison Service Establishments. Please see CFG - KWL - Applicant Eligibility - 2.2.5 for further details.

  • OMHB Transitional Arrangements

From 01 April 2008 the OMHB products will be changing. In preparation of these changes transitional arrangements have been put in place. Please see CFG - EOMHB - Overview - 1.7 for more detailed information.

  • Aids and Adaptations

The CFG has been updated to provide clarity with regards to funding for Aids and Adaptations (A&A). From April 2008 SHG will no longer be available for A&A. Please see the Repair chapter - section 1.5 and section 6.7 for more information. The General - Finance and Programme Management sections have also been updated.

  • KWL - Updated applicant eligibility

The KWL applicant eligbility guidance has been updated so that MoD Personnel are now also eligible for OMHB. Please see KWL- Applicant Eligibility - 2.2.5. Please also see KWL - Applicant Eligibility - 2.3.3 for clawback guidance specifcally for MoD Personnel.

  • KWL - Updated applicant eligibility

The KWL applicant eligibility guidance with regards to teachers and further education teachers has been updated. Please see KWL - Applicant Eligibility - 2.2.5

  • RCGF and Flexible Tenure

Clarity has been provided with regards to the use of RCGF for Flexible Tenure and its exemption from the need for Corporation approval. Please see RCGF Section 5 and Section 6

  • New Milestones Section

There is now a Milestones section in the Programme Management chapter of the General book. This provides information about requirements and guidance that need to be followed with regards to milestones. For further information, please see the Milestones section.

  • RCGF Chapter Updated

The RCGF chapter has been updated in several areas in respect of priorities in the use of RCGF, using RCGF for land acquisition, transfers of RCGF between RSLs and transfer of RCGF across regions. For further iinformation please see RCGF - Section 5 and Section 6.

The Agency acknowledges that RSLs may formally already have planned, committed and documented that RCGF be spent within the current financial year on projects that sit outside the revised priorities. Where this is the case The Agency will not require RSLs to seek Regional Investment Team approval as per paragraph 6.1.4

  • Social HomeBuy - Further discounts

The SHB chapter has been updated to take into account that from April 2008 that under the SHB scheme tenants will be entitled to a discount on further shares they buy, not just the initial share. Please see the SHB chapter for further information. Please also see new SHB Flat and House sample leases that have been produced to be used from 13.11.07

  • OMHB - 17.5% - Government loan only - more flexibility

The OMHB (government loan only) chapter in the CFG has been updated. A further level of flexibility has been introduced to the product to allow HBAs to offer some upward variation around the size of the equity loan offered. For detailed guidance please refer to the OMHB (glo) chapter.

  • Aids and Adaptations

The Repair chapter has been updated to take into account that The Agency will no longer be funding Aids & Adaptations. Please refer to the chapter for further information. The Finance and Programme Management chapter of the General Book have also been updated to take this into consideration. Please see Repairs chapter

Transfers from Local Authorities and Other Public Sector Bodies
The Procurement and Scheme types chapter has been updated to give clearer guidance on transfers to RSLs from LA's and Public bodies. Please see General - Procurement and Scheme Issues - 5.5

  • KWL - Updated applicant eligibility criteria

The KWL applicant eligibility list now includes Traffic Officer staff of the Highways Agency Traffic Officer Service and Environmental Health Officers/Practitioners. Please refer to KWL - Applicant Eligibility - 2.2.5 for detailed guidance on the eligibility of these roles for assistance through KWL.

  • OMHB - Repayment of equity loans

The OMHB chapter has been updated to provide further clarity over the issue of the repayment of equity loans, which were previously provided by RSLs prior to the introduction of HBAs. Please refer to EOMHB - Overview - 1.3.7

  • New Open Market HomeBuy product

A new product has been launched called Open Market HomeBuy (Government Loan Only). This is similar to the pre-October 2006 Open Market HomeBuy product, but the HomeBuy Agent equity loan will not exceed 17.5% of the property value and capped at £50,000.   • KWL - Extra guidance on Cascade Principles.

The KWL chapter has been updated to provide further guidance on cascade principles and what procedures RSLs should follow. Please see KWL - KWL products - 3.3.11 and then follow the asterisk.

  • KWL - Updated applicant eligibility criteria

NHS empoyees performing an eligible role in one of the other eleigible sectors will be eligible for KWL. Please see KWL - Applicant eligibility - 2.2.5

  • NBHB/EOMHB - priority order of eligible applicants and Income thresholds

The applicant eligibility section has been updated to set out clearly the priority order of applicants to be considered for NBHB and EOMHB. Also, clear guidance is given on income thresholds for applicants. Please see NBHB - Overview - 1.4.2 and NBHB - Assessing applicants financial capacity - 6.2.1a

  • Updated EOMHB Legal charges - Standard and KWL versions

The EOMHB chapter has been updated to include revised sample legal charges for both non KWL and KWL purchasers, taking into account recommendations made by the Office of Fair Trading. Please refer to EOMHB - Processing the Purchase - 4.4.10 and 4.4.11

  • Residents Charter and Service Charges

The Residents Charter now replaces the Leaseholders Guarantee in respect of service charges. Please refer to NBHB - Rents - 4.3.1

  • Legal Interest in Land and Claiming Grant

Under the Investment partnering route, if grant is paid to an RSL via a lead partner, the lead partner is not required to hold a legal interest in the site.

  • Additional Borrowing

The CFG has been updated with both requirements and guidance in relation to additional borrowing.

New guidance has been published recommending RSLs to use the NBHB Affordability best practice guide and Affordability calculator to determine applicants’ ability to afford and sustain low cost home ownership

  • eOMHB Affordability Toolkit

New guidance has been published recommending RSLs to use the eOMHB affordability best practice guide and affordability calculator to determine applicants’ ability to afford and sustain home ownership using the expanded Open Market HomeBuy product.
