The Warsaw office of CEC Government Relations, located close to the Polish parliament, was the first to be established in the CEC network in 1993. CEC Poland has a full time staff of 12, with expertise running from media, IT and internet, health, energy and environment, and defence, as well as a range of other sectors. The company is an active member of the US Chamber of Commerce, the British-Polish Chamber of Commerce and the Franco-Polish Chamber of Commerce in Warsaw.

CEC Poland is headed by CEC’s Founding Partner Marek Matraszek, working together with a team of Polish nationals. Marek was born in the UK in 1962, and studied at Magdalen College, Oxford, where he graduated in Philosophy, Politics and Economics in 1984. Following a year in Poland teaching at the Catholic University of Lublin, he returned to Oxford to obtain a Master's degree in Russian and East European Studies in 1987. He then continued his studies at Oxford, reading for a doctoral dissertation.

Marek moved to Poland in 1990 as a freelance political consultant, and worked closely with both the British Conservative Party and the US Republican Party in assisting their activities in Central Europe. In 1992 he was appointed to represent the Margaret Thatcher Foundation in the region, and today represents Conservatives Abroad in Poland.

Marek specialises in designing and implementing strategic communications and lobbying campaigns for major US, UK and European multinationals in Poland, and advising on their political strategy in the Central European region as a whole. Although his experience stretches across most industrial sectors, he has a special expertise in defence, aviation and energy, and currently advises Lockheed Martin, and a number of other Western defence companies, in Poland.

Marek has also written widely on Polish and international affairs for publications such as Poland Monthly, Warsaw Business Journal, The Spectator and Wall Street Journal Europe, and has published a study of the Polish political scene, The Politics of Restoration. He is a regular commentator on Polish politics for Polish Radio, the BBC, CNN, CNBC and Al-Jazeera television. He is an active blogger on strategic defence, energy and political issues in Central Europe, at www.fromthefront.net.

A UK citizen, he speaks Polish fluently.

Marek Kotlarski is Director for Public Affairs, having joined CEC Government Relations in 2004, with a particular responsibility for strategic clients in the transportation and infrastructure sectors. Prior to joining CEC, Marek worked as Head of the Foreign Office of AWS (Solidarity Election Action), its Parliamentary Caucus (1997-2000) and head of the political cabinet of the Minister of Transport (2000-01). Marek has also written on Polish constitutional and international affairs for newspapers such as Rzeczpospolita daily, Nowe Panstwo weekly and others. Marek studied International Relations and History of Art at Warsaw University and graduated in Economics, specialising in foreign trade and European issues.

Anna Borys-Karwacka is Senior PR Advisor with 13 years of experience in corporate and financial communications, and is a graduate of the Warsaw School of Economics (Finance & Banking and International Relations). She currently manages PR campaigns for Westinghouse and Korea Aerospace Industries (KAI). Her previous clients include Climate Foundation (COP14 Climate Summit in Poznan) and LaSer (M&A communication). Until June 2007 Anna worked for Leo Burnett Polska, where she managed PR activities for Lockheed Martin, Thomson (M&A), Wurth, Agora SA, Software AG and MCI Management. Between 2002 and 2004 she held the position of Spokeswoman of Agora S.A., the publisher of Gazeta Wyborcza, listed on both the Warsaw and London Stock Exchanges. Anna also teaches post-graduate studies at the Warsaw School of Economics and the Polish-French Programme of European Studies SGH-ScPo (Public Relations), and has received a scholarship at the Copenhagen Business School, Denmark.
