Program Overview
Required applicants and recipients of the California Work Opportunity and Responsibility to Kids (CalWORKs) and Food Stamp programs are fingerprint imaged as a condition of eligibility. Twenty-four (24) counties use the system to fingerprint image and match prints for their General Relief population. Statewide Fingerprint Imaging System (SFIS) currently processes approximately 33,000 applicants a month, which approximately sixty percent (60%) of those are added to the database that currently contains over 7.1 million records.
The system, through the use of locally placed scanning equipment and workstations in approximately 260 sites statewide, captures fingerprint images. The images are then processed with proprietary software that resides at the workstation and central host. This software is responsible for matching fingerprint images against the database of all recipient images on file.
When that matching process produces unexpected results (i.e., a match on a new applicant, no match on existing recipient) which occurs approximately 3% of the time, a fingerprint verification technician, with oversight from the Fingerprint Verification Services Staff, ensures that the final results are accurate. In addition to fingerprint image matching, the system produces numerous reports to assist the counties and CDSS in managing their fraud casework and investigate possible fraudulent activities.
In addition to networking equipment:
Central Site equipment consists of three (3) major components:
- Database Servers
- Process Coordinator Workstations
- MorphoTrak Automated Fingerprint Identification System (AFIS)
Remote Site equipment consists of:
- PC Workstations or Laptop
- Fingerprint Image Capture Device
- Camera
- Laser Printer
Duties
- Provide assistance to the AFIS QA PM Services staff when required as well as the SFIS state staff when there are issues relating to the SFIS databases and the Project Library.
- Maintenance and support of the Project Management Tools.
- Maintain and update the SFIS Training and Moves, Adds and Changes (MAC) databases.
- Designing, developing, troubleshooting and maintaining any new and all current databases required for the support of the SFIS project.
- Serve as Project Librarian, maintaining all files and historical records as they relate to SFIS.
- Participate in the SFIS CCB, assisting in the decision making process for changes to the system.
- Assist the AFIS QA PM staff in creation and evaluation of the new Prime Vendor M&O RFP.
- Participate in meetings with the SFIS AFIS Technical Expert and assist in the review of biometric documentation.
Requirements
Must have a minimum of
- 3 years' experience in a Project Management Office position with working knowledge of MS Office 7 and Windows 7 based software applications.
- 2 years of MS Access programming and experience in designing and developing databases with at least two networked database that was designed and developed by the proposed staff that is currently in use.
- 1 year experience in maintenance and troubleshooting of MS Access databases.
- 1 year of experience as a project Librarian Administrator creating naming conventions, document organization and retrieval, using an automated Document Management System, i.e. Document Locator, Search Express etc.
- 1 year of experience supporting an AFIS system with working knowledge of biometric terminology and biometric technical documentation review.
