BAIA MARE Action Plan

 

Baia Mare is the third most important regional centre in the Northwest region, as well as main connecting node of the Northwest and Northeast Romanian frontiers, through the European Route E58.

 

Baia Mare ancient name: Rivulus Dominarum is an important city in northern Romania and the seat of MaramuresŸ County. It is located in the northern part of the county, on the middle course of the Sasar River, at an average altitude of 228 meters, surrounded by the Ignis and Gutâi mountains. The city has an area of 233 km².

The population of Baia Mare was 137,921 inhabitants in 2002, the City being the third largest in the region, after Cluj-Napoca and Oradea.

 

Baia Mare is a city open to the new, tolerant and willing to assimilate new and modern European values; a dynamic city in a continuous process of expansion and development. One of the characteristics of the Baia Mare community is that it is opened to changes and has the ability to follow new initiatives.

 

The Process of Strategic Planning in the Baia Mare Municipality

 

  • To integrate sector policies with territorial policies for an integrated development consistent with the principles of sustainable development, public space  management, natural and anthropyc landscape preservation.
  • To harmonize emergencies and short-term pressures with long-term vision.
  • To involve local communities in administrative analysis and decisions.
  • To identify the development lines and the priorities for urban greening.

  • Building a rapid roadway toward M3 highway (Hungary)

The vision matches with the common plans concerning the development of all citizens of the municipality but also with those which were territorially defined in order to:

 

1). Assure the development of the economy for a medium and long term,

2). Fight against the social and territorial differences,

3). Progressive match with the environment standards which have to be reached until 2020.

A regional pole of development being able to assume its role concerning the management of the local resources and also contribute to the economical development with innovating productive activities.

Welcome to Cluj-Napoca , in the heart of Transylvania ! 

 

Once in Cluj, one finds it difficult to leave. The city has a distinguished charm, given by its almost 2000 years old history( since 124, to be more precise), its geographic location and life itself. The people in Cluj. Here, time flows differently, and people take the time to say hello to each other, to take a stroll in the Botanical Garden, to watch the reflexion of the sun beams in the twin buildings on the "mirror" street and to smile.

 

The city is a cosmopolit and multicultural one. It is enlivened by the over 100000 students, who come from all over the country, and even from abroad. This young and high qualified labor force represents a good reason for placing us among the top countries in Europe , in what the development potential is concerned. Besides the universities, Cluj-Napoca awaits the investors with a developing infrastructure, transparency in decision making at institutional level, industrial parks with all the necesary endowments for the business field in the 21st Century. Hundreds of business people from all over the world come to work in a financial and economical, genuine European center.

 

Indeed we can say that Cluj-Napoca is nowadays a regional innovation center, with significant business opportunities; an attractive tourism destination, a pleasant place to live, to work and to study in; a city with responsible and open minded local authorities, with active citizens, as well as with a dynamic and dedicated business community. 

 

About transport 

 

The traffic in Cluj Metropolitan Area and especially in  Cluj-Napoca is slow and exposed to the appearance of drams. Road traffic is hampered  by the extremely large number of cars and by the downtown architectutre (having a structure with narrow and winding streets and old buildings). According to the road traffic strudy for Cluj-Napoca, study made by Search Corporation in collaboration with Planwerk and Technical University (2005-2007) the average speed of traffic in town is 13/h. Thus appears necessary to create the detours of Cluj-Napoca. From the capacity  analisys  made on the existing road structure on perspective stage 2020, is found that there are no works to increase traffic capacity on certain sectors and  if no new roads will be steal in, the existing main road can not take the traffic light.

 

The SWOT analisys, concerning the public transport of North-West Development Region, contained in the Regional Development Strategy of  North-West Development Region, undelines a number of problems/weaknesses related to public trasnport infrastructure, including:

 

  • The absence of a sustainable public transport system that causes a low mobility and influence in a negative way the economic development.
  • Great urban congestion generated by poor public transport infrastructure, inssuficient number of parking lots, ring roads. 
  • Increasing pollution and environmental degradation caused by the intense urban traffic.
  • Lack of development related roads, railways and airports in the region.
  • High transport costs.

SATU MARE  

 

 

SATU MARE Action Plan

 

Satu-Mare is a middle-sized city situated in the North-Western part of Romania. Located on the side of the SomesŸ River, Satu Mare has a total population of approximately 113.000 inhabitants. With an administrative-surface area of 15.024 ha, it represents the administrative centre of the region and, due to its favourable location and its proximity to the Hungarian and Ukrainian border, it is considered an easily approachable border city. The transport infrastructure is strongly affected by the fact that the city is divided by the SomesŸ River in two parts, the connection between the two being ensured by two traffic bridges, one pedestrian bridge and one railway bridge. Being mainly designated for cars, the city infrastructure needs to be improved in the following areas: parking places, roads rehabilitation and easier accessibility. Through its involvement in the QUEST project, the municipality wishes to exchange experience and knowledge with the partner cities and to develop plans for improving the transport infrastructure.
