PHOENIX, March 14— The National Football League owners discussed the Los Angeles Rams' proposed moved to St. Louis for more five hours today without reaching a decision. Their annual meeting will resume on Wednesday, and the owners indicated that a vote might not be taken until Thursday.

The Rams have already negotiated a deal with St. Louis and are seeking the owners' approval to begin play there during the 1995 season. Twenty-three of the owners' 30 votes are needed for approval.

The owners are concerned about how the move would affect their current television contract, about losing a team in the nation's No. 2 television market, about having no National Football Conference team in that market and about the Rams possibly not meeting league guidelines for movement of franchises. The Rams say they have explored all options in the Los Angeles area, meet the league criteria and are ready to move.
