Presidential candidate of the All Progressives Congress, Maj. Gen. Muhammadu Buhari (retd.), said he would publicly declare his assets and liabilities, if voted into power.

Buhari stated this in a document obtained by our correspondent in Abuja on Thursday. The document highlights what Buhari will do in his first 100 days if he assumes power on May 29.

He said he would encourage political appointees in his administration to also declare their assets publicly.

If the APC candidate keeps to his promise, he will be the second Nigeria’s President to publicly declare his assets.

The late President, Alhaji Umaru Yar’Adua, also from Katsina State as Buhari, was the first and the only Nigeria’s President to have publicly declared his assets when he assumed office.

This action forced his then deputy, who is now the President Goodluck Jonathan, to also make his assets declaration forms available to the public.

However, since he assumed office as the substantive President, Jonathan has refused to make the forms available to the public, saying that he did that when he was serving as deputy to Yar’Adua.

Asked during a media chat whether he would consider declaring his assets publicity, the President refused, saying he did not give a damn.

But Buhari, in the document titled, “I pledge to Nigeria” also said that all his political appointees would only earn salaries and allowances as prescribed by the Revenue and Mobilisation and Fiscal Allocation Commission.

He said, “I pledge to publicly declare my assets and liabilities, encourage all my appointees to publicity declare their assets and liabilities as a pre-condition for appointment.

“All political appointees will only earn the salaries and allowances determined by the RMFAC.”

While pledging to personally lead the war against corruption in the country, Buhari also said that he would inaugurate the National Council on Procurement as stipulated in the Procurement Act.

He added that the Federal Executive Council, which he said had been turned to a weekly session of contract bazaar, would be made to concentrate on its principal function of policy making.

He said that he would also work with the National Assembly towards the immediate enactment of a Whistle Blower Act.

On the other ways to strengthen the anti-graft war, he said, “We will work with the National Assembly to strengthen the Independent Corruption Practices and other related Offences Commission and the Economic and Financial Crimes Commission by guaranteeing institutional autonomy, including financial and prosecutorial independence and security of tenure of officials.

“We will also make the Financial Intelligence Unit of the EFCC autonomous and operational; encourage proactive disclosure of information by government institutions in the spirit of the Freedom of Information Act.”

He also promised that his government would work with the leadership of the National Assembly and the judiciary to cut down the cost of governance.

On insurgency and insecurity in the country, the former head of state said that he had had the rare privilege of serving the country in the military in various capacities and rose to the rank of a major general and Commander -in -Chief of the Armed Forces, he would defend the integrity of the nation.

“I pledge, as Commander-in-Chief, to lead from the front and not behind in the comfort and security of Aso Rock, to boost the morale of fighting forces and the generality of all Nigerians,” he said.

On the fate of the kidnapped Chibok girls, Buhari said that as a father, he had been feeling the pain of the victims of insurgency, kidnapping and violence whether “they are widows and orphans of the military, paramilitary, civilians and parents or the Chibok girls.

“My government shall act decisively on any actionable intelligence to #BringBack Our Girls.”

From institutions as mentioned above, Nigerian Police, Immigration department, Customs all needs to be strengthened. Nigerian police top to bottom need to be decentralised. Constitution ought to be look into. We should have IGP in the geopolitical areas. Power of IGP CONCENTRATED at Abuja doesn’t much development, policing must b seen done at local level not Abuja. EFCC strengthened, autonomous, and to be seen fighting corruption both private and public. The EFCC Chairman should discouraged socialising with the elites in the society.

    To me, I believe Buhari is what Nigeria needs at this critical moment. Many people have criticized him on poor record when it comes to human right which is well understood. But, I’m not sure if critics have thought about Buhari’s achievements when he was leading our dear country. Buhari administration established War Against Indiscipline, environmental sanitation, paying off our debts and letting us know how much they had paid, almost stable power supply, electric power Authority were announcing it on radio whenever there won’t be electricity, price control, my dad was learning how to sing National Anthem(lol). He tried to make sure that urge for riches was reduced to the barest minimal. Is he perfect? Nope but he meant well and this is democracy now. I believe he has learnt his great lesson when it comes to human right. Nigeria would have been better off now if he wasn’t overthrown. I’m ready to follow whoever is ready to lead Nigeria out of her corrupt practices. Nigeria ship is sinking due to this uncontrollable corruption which is truly, difficult to fight. The question is, WHO WILL BELL THE CAT? That’s why we need someone like Buhari who has credibility when it comes to fighting against indiscipline and Corruption.         Because I don’t see any sincere Nigerian, or even a foreigner, that will come on this platform today and convince me that Buhari/Osinbajo is not going to bring the kind of right leadership which millions of Nigerians have been yearning for since democracy returned to Nigeria. Let us even be sincere with ourselves. Who will read what today’s report is revealing to the Nigerian public about Buhari and will not change his/her mind for a change?

        Buhari didn’t only say he would declare his assets upon his assumption into the office of Nigerian presidency, but also said he would include the declaration of his liabilities. What this means is that despite the fact Buhari never intends to steal our money and keep it as part of his assets, he is assuring Nigerians that he would not also loot the treasury to pay up his creditors. This is the kind of historical assurance that Jona never gave us.

        But rather than giving us the assurance that he wouldn’t loot public treasury, what Jona only did was to call our bluff. He said he gave no damn to declare anything concerning his assets and liabilities. It was after Jona made this ignoble declaration that we saw massive looting of treasury which anyone has never seen before in Nigeria. It was after the “I give no damn” declaration that many oil marketers started forging documents to collect over #2tr subsidy with briefcases by smiling out of the banks.

        It was also after Jona’s “I give no damn” declaration that we saw Oduagate, Pension scams, $20B NNPC missing fund, private jets for pastors and Madueke’s own extravagance on private jets. We also saw how 5000 unemployed young graduates were forced to pay one thousand Naira each for over 500,000 job vacancies in immigration service. Close to twenty unemployed graduates lost their lives in the process of such monumental fraud.

        All aforementioned frauds and many others happened under Jonathan simply because he decided not to show transparency, probity and accountability in his speech during that presidential chat. All those working under him then thought that for the fact that our Oga at the top was not ready to lay a solid foundation for probity, transparency and accountability, let us begin to loot what we can loot at the expense of the welfare of other Nigerians.

        Can we then compare what Jonathan did as a president to what Buhari promises to do when he becomes president? Buhari said Stealing is an integral part of corrupt practices and Jonathan said stealing is not an act of corruption. That is why Buhari said in his conclusive statement in the above report that:

        “I pledge, as a Commander-in-Chief, to lead from the front and not behind in the comfort and security of Aso Rock…..”

        Nigerians! It is left to you to make the right choice!

        Goodluck Jonathan has been in the office as president of the federal republic of Nigeria for six years nownow, but has not considered it right to declare his assets in complaint to the constitution he sworn to uphold when he took the oath of offers. And you are here defending him as not corrupt.
        This code of conduct is mandatory for public office holders and not optional. GEG knows the demands of the law, but evading it with impunity. GMB knows the requirements of the our laws with a positive attitude to obey the construction of our land. Tell me, who among these two men is a good leader?, the one who ignored the laws of our country with impunity saying “I don’t give a dam” or the one who pledged to upholds the Nigerian constitution demands as a public officer?

One thing I know for sure is that Buhari tackled corruption (e.g. He printing a new note, closed the borders and asked people to exchange the old note with new one in order to identify corrupt people. Google it if you want) and insecurity (e.g. He disbanded a terrorist group called Maitatsine. Google it if you want) while the Military Head of State (MHoS). He remains the only MHoS that tackled those two problems efficiently.

        We all know that the dictators had the liberty to do whatever they wanted. Then, it would take someone with a moral capacity to tackle those problems without being checked by the Judiciary and the legislators.

        Today, those are the biggest problems we are facing in Nigeria. Even though he won’t have the liberty he had when he was the MHoS, his moral capacity remains and this is what today’s leader lack. Vote wisely my friend.

    It is not necessary for Buhari to say this. He should just go ahead and declare his assets and liabilities right now before even winning. After he wins (if he wins), he should do another declaration. The declaration between now and then will be compared. Afterwards, when he leaves office as president (if he ever gets there) he should do another declaration so the public can compare.

    However, as the Holy Bible says, “secret things belong to God, but those things which are revealed are for us and our generations”. The secret things of Buhari’s assets and liabilities belong to Buhari, only those things he reveal to the public will the public know. As good as asset and liabilities declaration may be, the genuineness of such declaration is another topic for discussion.

    Let nobody be fooled by public asset declaration. Late Nelson Mandela need no asset declaration to convince South Africans of his servant-leadership. Late Kwame Nkrumah need no asset declaration to convince Ghanaians of his sincerity as a president. What is needed in Nigeria is purposeful leadership borne out of sincere motive and sacrificial selfless service.

    We know of President Jose Mujica of Uruguay who is adjudged the world poorest president who lives a simple life with a small house, and drives 1978 Volkswagen Beetle car. This man decided to abdicate the priviledges and paraphernalia that goes with the office of the president in order to serve his people. He needed no asset declaration first to do this.

      Please argue constructively. You mentioned some names but what was the situation in the grounds when those names came to lead their people. In the case of south Africa their plight was not an issue of corruption but of apartheid. In the case of Ghana it was an issue of leading the country to independence not corruption or insecurity. In the case of Jose mujica he declaration was not something to be thought about because the country was not being dragged down by corruption.
      Nigeria has an entrenched disease of corruption which can not be isolated from the mismanagement of our resources and one of the ways genuine leaders can help us fight that’s is to show they haven’t come into office to take but to serve. Even if it’s one of the smallest thing to do it counts towards the bigger picture. We should learn to tell ourselves the truth.

    When Jonathan made his asset public under Yar’ Adua he was very reluctant about it. In fact he delayed until the press virtually stampeded him into doing it. That shows there was something to hide. Nigerians should have asked questions even then based on what he claimed to own but strangely no one asked questions.
    Since he became president he has refused to publicly declare his assets saying he “doesn’t give a damn even if you criticize me to high heavens.” The choice is now before Nigerians to make between two candidates. It is a choice between decay, retrogression and change and progress.

    If you reflect on Buhari’s actions and utterances in government and outside government, you will see that Buhari is not fit to lead a pluralistic society like Nigeria. The best thing for Nigeria now is for APC to get a majority in the legislature and use it to check Jonathan/Sambo. APC should front Tambuwal/Oshiomole in 2019. These people have demonstrated that they have what it takes to lead a pluralistic society like Nigeria. Lets not be desperate for change and jump from frying pan to fire.

    I want to make my contribution here hoping I will not be riddled with curses.

    The democratic tenets denotes choices, Hence in every election year candidates presents themselves before eligible voters to be voted for in whatever office(s) in contention. Whereas individuals are allowed as candidates in other countries, the nigerian constitution requires that such person(s) shall emanate as candidates of political parties (hopefully the amended version will accommodate individuals for future General elections).

    Now, as part of the requirements of voting and be voted for, there are certain criteria that need be fulfilled such as age, education, residency etc depending on what the constitution says but I stand to be corrected if there are any requirement aside age that is a measurement of a voter’ s ability to make the right choice.

    It is therfore correct to assume that choices to elective offices is not determined by the ability to make reasonable judgement else some of those seeking to be elected, selected, rigged into national offices will by default fail in their bid let alone talk of the election itself. But since interest groups sponsored candidates comes from selfish agendas, the choice is left for the voters to do right.

    I therefore appeal to you all that if you are undecided and needs help making a decision then forget about names and look at those aspects that makes you want to repeat the same choice over and over.

    The question therefore is what do you crave for in a leader?what do you aim for your country, state , local authority? Who is best suited to deliver? Why would you trust the person to deliver on the promise? If you cannot be convinced that that you can give a pass mark based on an honest assessment then be assured you settle for what you get.
