It sound like a religious thing.

And again, the place is mentioned in ESO:

So, definitely, the place predate the imperial colonization.

Notably, there were a Nede and a Nord invasion of Velothi during the Merethic and the First Era. Maybe one of these two have built it. As it doesn't looks like Dunmeri in its architecture.
