This is an open continuous announcement. Certificates will be referred to management throughout the open period of the announcement. The first cut-off for this announcement is 2 weeks from the open date of October 14, 2015.  (October 28, 2015 at 11:59PM EST).  Additional cut-off dates will be at the discretion of management; the final cut-off date will be the closing date of this announcement.

 

This position has a maximum entry age of 37 years old for Primary Firefighter positions.  Individuals who are past the maximum entry age limit, but previously served in a Firefighter position, may be reinstated.  You MUST provide documentation to show that you meet the age restriction. Age restriction does not apply to veterans.

This position is located at Raven Rock Mountain Complex (RRMC) Installation in Adams County, PA.

As a Firefighter (HazMat Operations) you will be responsible for the following duties:

•  Operate motorized firefighting equipment including pumpers, tankers, rescue vehicles, and crash fire vehicles, exercising thorough knowledge of equipment capabilities and Installation physical characteristics

•  Operate pumps, foam generators, valves, ladders, hand tools, power tools, hose lines, self-contained breathing apparatus, and other firefighting equipment to extinguish fires, resolve incidents and protect life and property

•  Direct others in the operation of alarm room equipment including radios, fire alarm reporting systems, computer-aided dispatch system and telephones

•  Respond to the presence or potential release of hazardous materials

•  Control of hazardous substance using specialized protective clothing and control equipment to plug, patch or stop the release

•  Utilize hazard and risk assessment techniques to form an incident analysis by surveying the area, materials, containers, weather, research sources, and monitoring equipment

•  Participate in debriefing and critiques upon completion of hazardous material incident

•  Monitor patient vital signs and injuries, while obtaining background medical history

•  Manage respiratory and cardiac emergencies with treatment that includes Cardiopulmonary Resuscitation (CPR) and Automatic External Defibrillator (AED)

•  Inspect administration and office areas, warehouses, storage, assembly, industrial and other occupancies to look for life threatening and potentially hazardous violations

For the GS-07 level you must have one year of specialized experience equivalent to the GS-06 level.
Specialized experience required for this position is:

• Perform all tasks associated with being a HAZMAT Technician.
 
For the GS-06 level you must have one year of specialized experience equivalent to the GS-05 level.
Specialized experience required for this position is
:  
•Serve as a firefighter and driver/operator
•Perform fire prevention inspections
• Perform all tasks associated with being a HAZMAT operations level responder
• Assist in performing in medical emergencies involving initial and on-going patent assessment, and treatment that includes Cardiopulmonary Resuscitation (CPR) and Automatic External Defibrillator (AED)

 

For the GS-05 level you must have one year of specialized experience equivalent to the GS-04 level.
Specialized experience required for this position is:  
• Serve as a fire fighter and a Driver/Operator.
• Assist with fire prevention inspections
•Assist with all tasks associated with being a HAZMAT Operations level responder
•Assist in performing in medical emergencies involving initial and on-going patient assessment, and treatment that includes Cardiopulmonary Resuscitation (CPR) and Automatic External Defibrillator (AED)

 

Specifically you will be evaluated on the following competencies:
1.    Knowledge of Firefighting Operations
2.    Knowledge of Hazardous Materials and Risk Assessment
3.    Ability to respond to medical emergencies

If substituting education for experience: Education/Training (for positions at GS-5 and below): Appropriate firefighter training may be substituted for experience on a month-for-month basis. Successful completion of a 4-year course of study in an accredited college or university with major study in Fire Science, Fire Training, or other related fields of study is qualifying for GS-5.

Position is subject to an alternate work schedule, which will require an uncommon tour of duty (including shifts, nights, weekends and holidays). 

 

Position is mission essential and the incumbents are required to report at their regularly scheduled time for duty regardless of post closures, holidays, weekends, nights or conditions such as weather in which non-essential are not expected to work.

Must be able to respond to duty within a reasonable period of time in cases of emergency or call back.
