Joint Scrutiny Committee
The Joint Scrutiny Committee (JSC) is constitutionally comprised of four distinct scrutiny committees that meet jointly for the purposes of overview and scrutiny of matters considered by joint meetings of the authorities and the LEP. The four West of England Councils have each established an independent overview and scrutiny committee of three Members. They have also established a common terms of reference and agreed that the four scrutiny committees would meet at the same time, so that scrutiny takes places in a joint manner.
The terms of reference agreed at the JSC meeting in June 2014 defines the remit of the Committee as set out below.
- The Committee shall be concerned with the aspects of the Local Enterprise Partnership that relate to public funding and resources. Within the LEP structure the Committee shall:
- Scrutinise any relevant proposals from the Joint Transport Executive Committee, Planning Housing and Communities Board and the Strategic Leaders Board in relation to the activities outlined in their terms of reference
- Scrutinise other relevant proposals related to public funding and resources made from the Local Enterprise Partnership Board and the Skills Sub-Group
- Review actions taken and decisions made by these bodies related to public funding and resources
- Make reports or recommendations to these bodies, as appropriate and/or the constituent authorities’ respective Overview and Scrutiny Committees or equivalent
- Scrutinise the activities of private sector companies, recognising that the private sector is not under the same obligation to appear in public or have regard to recommendations made by a Scrutiny committee in the same way that public service providers are required to do so.

18th January 2016 10am-1pm, at the Town Hall, Walliscote Grove Road, Weston-super-Mare BS23 1UJ
A further meeting for 2015/16 will also be held on the following date, venue to be advised, from 10am-12.30pm
