It is a major coup for the Blues.
Broomes, now 33, started his career with Blackburn, for whom he made thirty-two first-team appearances and has also had spells of varying length with Crewe, Preston, Tranmere, Sheffield Wednesday, Stoke City and Blackpool.
At the end of last season the ex-England under-20 and under-21 international was not offered a new contract by Tranmere and joined Blue Square Bet Premier side Stockport County on trial during pre-season but was not offered a contract by manager Dietmar Hamann.
After his debut for the club, Garner said: “I thought Marlon was outstanding in everything he did.
“He brought a calmness to the defence and his attitude was exemplary. He gave us everything we were looking for.”
Fleetwood Town’s Liam Wynn and Ryan Tanner have also joined Clitheroe on loan, while Matthew Carr from Oldham Athletic and James Smart from Altrincham have also moved into Shawbridge.
