Globe Union Charter
Article 151 - Temporary Administration & Independence
In accord with the most sacred Covenant Pactum De Singularis Caelum, the Union exists in one of five legal states or status being Provisional, or Preliminary, or Probational, or Prerogative or Permanent. During the formation and life of the Union in the status of Provisional, or Preliminary or Probational, the Union shall possess the supreme ecclesiastical character, existence and purpose in trust of being the Ucadia Ecclesia Foundation of the Union and its valid agencies until Independence Day.
Independence (Independence Day) shall be acknowledged as the first Day of sittings of the Permanent Globe Union Senate, elected in accordance with this Charter. Upon this day, all and every authority, powers, legal controls, rights, titles, accounts, registers and financial controls of Union shall be fully transferred and conveyed from the administration of the Ucadia Ecclesia Foundation and its valid agencies to the effective authority and control of the Permanent Globe Union Senate, Curia and Secretariat. Therefore, in respect of this historic moment, the Day of Independence of the Globe Union shall be known as a Union Holiday of Celebration.
The Ucadia Ecclesia Foundation shall be formed under a Constitution in accord with the conditions hereby established:
(i) All rights, powers and authority shall be vested into the Office of Apostolic-General as the Supreme Head of the Ucadia Ecclesia Foundation, appointed by the Architect of Ucadia or the Members of Ucadia; and
(iii) All executive and financial authority, subject to the assent of the Apostolic-General and the General Synod, shall be vested into a body known as the Concilium Executiva, or “Executive Council”, appointed by the Apostolic-General or General Synod; and
(iv) The highest organ shall be the Sol Ecclesia as the personification of the Spirit and Soul of the entire Body Corporate, with the Office of Apostolic-General as the Officium Sacra and “Mind” and the Synodus Generalis as the “Body”; and
(v) The highest judicial organ shall be the Curia Conscientiae, also known as the Court of Conscience, deriving its authority and power from the Sol Ecclesia; and
(vi) The Executive Council shall administer all bills, certificates, notes, writs, warrants, affidavits, testimonies, memoranda and accounts through the Forum Cancellariae, also known as the Chancery Court; and
(vii) All oaths, promises and assurances shall be managed through the vault, chamber and depository known as the Paenitentiaria Fiderum or “Penitentiary of Trust”; and
(viii) All rights, uses, titles, deeds, covenants, certificates and property shall be managed through the vault, chamber and depository known as the Camera Ius or “Chamber of Rights”; and
(ix) All notes, securities, bonds, contracts, funds, annuities and money shall be managed through the vault, chamber and depository known as the Templum Pecunia or “Temple Treasury”; and
(x) The Ucadia Ecclesia Foundation shall be established, and the Constitution of the Ucadia Ecclesia Foundation shall take effect on and after the day such notice of fact is recorded and Gazetted and then notice shall be given for each and every day thereafter of its administration as to the extent of its temporary powers; and
(xi) One or more valid agencies and companies may be established under the Constitution of the Ucadia Ecclesia Foundation and such agencies and companies shall take effect on and after the day such notice of fact is recorded and Gazetted and then notice shall be given for each and every day thereafter of its particular administration as to the extent of its temporary powers; and
(xii) Where six or more Members of Ucadia are domiciled within the bounds of a particular Union, the Apostolic-General may appoint a Regional-General as representative and grant by Charter the formation of a Body Corporate or Corporation Sol subject to the jurisdiction of the Apostolic-General and the primary Constitution of the Ucadia Ecclesia Foundation. The Regional-General may then cause the Ucadia Ecclesia Foundation of the particular Union to be registered within a foreign jurisdiction as a foreign religious and charitable company subject to the ByLaws of the foreign religious and charitable company first being assented by the Apostolic-General; and
(xiii) Where a Regional-General has been appointed, the Apostolic-General may, upon the advice and consent of the relevant Regional-General, appoint a Director-General to form and register within a foreign jurisdiction a particular agency subject to the ByLaws of the foreign company first being assented by the Apostolic-General; and
(xiv) Subject to the primary Constitution of the Ucadia Ecclesia Foundation, the Apostolic-General may at any time withdraw the commission of any Office upon the finding of manifest breach of Duty.
In accord with the present Article of the present Charter, the following temporary agencies and companies are recognized as permitted to be formed in accord with the Constitution of the Ucadia Ecclesia Foundation:
All Persons and Ucadia Members that participate and support the Temporary Administration of the Union, whether in the capacity of Office Holder, or Strategic Partner or Financial Supporter, shall be duly acknowledged and recognized as the true founders of the Ucadia Ecclesia Foundation and the Union. Such Acknowledgement and Recognition shall include (but not be limited to) the annual publication by Gazette and Directory of all Office Holders, the reference to the names of Founders in Historic Instruments, the annual and perpetual remembrance of Founders and the creation of permanent memorials to such Founders in due course.
