Enhanced Practice in African Local Government

The Enhanced Practice in African Local Government (EPALG), is a tailor-made learning programme aimed at Local Government officers in Cameroon, Nigeria and Sierra Leone, developed by Living Earth Foundation. The course has been accredited by the Open College Network London.

The course is part of Living Earth’s wider Waste to Waste programme activities. A key means of achieving the outcomes of the Waste to Wealth project is through the development of public-private partnerships between Local Government officers and local entrepreneurs.

Living Earth has been facilitating an OCN London accredited training programme to SMEs living and working in urban slum areas as part of its Waste to Wealth  programme; the African Urban Enterprise Development Programme (AUEDP). This has been successfully undertaken in Uganda and Cameroon with learners currently undertaking the training programme in Nigeria. Whilst the AUEDP concerned the development of local entrpreneurs through enhancing and developing their business development skills, the EPALG training programme assists Local Government officers to appreciate the viewpoint of these entrepreneurs.

Course aim

The aim of this programme is  to enhance the skills, knowledge and experience of staff working in Local Government in Cameroon, Nigeria and Uganda; to ensure best-practice.

Course objectives

The course comprises four workshops and covers the following units:

  • Effective Partnership working
  • Understanding Transparency in African Local Government
  • Organising and Managing a Community Project
  • Monitoring and Evaluation in Community Development

Additional non-accredited modules will also be undertaken by learners, to cover the following topics;

  • Barriers to effective service delivery*
  • Contractural processes and procedures*
  • Conducting effective meetings*

Programme structure and learning methods

The programme is divided into four two-day learner support workshops held over the course of an academic year. Attendance at the workshops is compulsory for all participants and successful participation will achieve OCN London certificates of learning ( except those units marked * which are not OCN accredited). A period for learners to complete set tasks will be held for up to two months after each workshop.

The project is funded by the European Commission and Comic Relief and DFID.
