ACTION – USAID/MCC implementer (Promoting Active Citizen Engagement (ACTION) in Combating Corruption in Ukraine) |
The Project lasts till December 2008 supports non-governmental monitoring and advocacy on priority areas in the fight against corruption, focusing particularly on issues identified by the Government of Ukraine in its Millennium Challenge Corporation (MCC) Threshold Country Plan, namely: strengthening judicial reform; government monitoring and enforcement of ethical and administrative standards; streamlining and enforcing regulations; and combating corruption in higher education establishment institutions. The Project will be implemented by Management Systems International (MSI) in partnership with the US-Ukraine Foundation (USUF), Internews-Ukraine, Counterpart Creative Center (CCC), Kiev International Institute of Sociology (KIIS), and Center for Ukrainian Reform Education (CURE). This project has two major components: 1) support for civil society advocacy and monitoring efforts; and 2) investigative journalism and other media anticorruption efforts. Both ACTION components are essential to furthering and measuring the GOU’s progress and long-term commitment to the fight against corruption.

American Bar Association (ABA) - Rule of Law Initiative |
ABA Rule of Law (ROL) Initiative started its program in Ukraine in 1992 with the placement of its first Rule of Law Liaison in the capital city, Kyiv. The criminal law reform program began in 1997. The Kyiv office has also been home to the NIS Regional Institution-Building Program (RIBA) (1999-2005) and CEELI's Regional Anti-Corruption Program (RACA) (1999 – 2006).
ABA ROL Initiative’s current work in Ukraine involves a broad-range of legal reform, anti-corruption and legal education activities. These activities include the support and assistance to legal aid clinics specializing in refugee and asylum issues, medical law, legislative drafting and Street Law-type programs; the creation of advocacy centers which provide public awareness and legal consultations to disadvantaged populations on issues such as human rights, HIV/AIDS, people with disabilities, juvenile rights and pre-trial detention; the training of defense attorneys on trial advocacy skills, criminal law, ethics and the application of international conventions; providing technical assistance in the drafting and revision of various draft legislation; providing coordination and expert technical assistance in the areas of anti-corruption and counter human trafficking; and supporting Ukraine’s efforts to reform the law enforcement system.
ABA ROL Initiative’s programming in Ukraine currently consists of the following major focal areas:

- Public Advocacy
- Criminal Law Reform
- Human Trafficking
- Clinical Legal Education and
- Institution Building.

Among other goals, the Chamber “advocates for a business environment governed by the fair and transparent application of the rule of law to enable private enterprises to flourish.” In the near future it wants to be “A respected, influential and sought-after advisor to Ukrainian authorities, diplomatic and donor communities on business, investment and economic issues.”

Anti-Corruption Coordination Initiative (ACCI) in Ukraine |
ABA/ROLI-Ukraine has established a monthly forum for representatives of the donor community, governmental agencies and civil society organizations who work in the area of anti-corruption to discuss programming, identify needs, form partnerships and coordinate their respective work in this area. A network of organizations and agencies which have joined this Anti-Corruption Coordination Initiative (ACCI) has been created to facilitate the sharing of information on corruption-related news, legislative developments, and a calendar of anti-corruption events. In addition, an Internet resource - www.acrc.org.ua - featuring various anti-corruption information in English and Ukrainian has been developed and is regularly updated.
ABA/ROLI serves as a secretariat to help with the organization and administration of this initiative. The services provided as a part of this initiative include, among others, the following:
- Monthly coordination meetings of donors;
- Bi-monthly meetings with extended participation by government and civil society representatives – the format of such meetings to include a profile of one agency working in the area of anti-corruption, along with a featured topic of interest to all ACCI members;
- Weekly news updates in the area of anti-corruption and corruption-related news stories;
- Monthly briefing memos on legislative, legal, political and organizational developments in the area of anti-corruption;
- Informational bulletin/calendar of events in the area of anti-corruption, including not only the events organized by donors and national/international non-governmental organizations, but also governmental events (i.e. hotlines, roundtables, meetings, sessions of various governmental institutions);
- Dissemination of the above and other relevant information on www.acrc.org.ua.

Chemonics International- Ukraine Rule of Law Project (UROL ) |
Chemonics International- Ukraine Rule of Law Project works in the area of judicial reform. Chemonics programming includes numerous initiatives to increase the transparency/ accountability of the judiciary and to assist judicial system to foster the public trust, both through legislative reform and through an array of other mechanisms. For example, UROL jointly with High Qualifying Commission for Judges produces a quarterly bulletin which covers the topic of judges professional training needs , consists of some disciplinary cases decisions against judges, addresses the problematic area in the procedure of judge’s selection and appointment ect.
UROL experienced the public initiative support through implementation the Court Monitoring Program by activists of civil society organizations. Further, UROL/Chemonics works with the State Court Administration to address corruption issues in the areas of case management and court administration and works with the Council of Judges to straighten the judicial self-governance bodies and to improve the understating of judicial ethics in Ukraine.

Combating Corruption Project of the Embassy of Canada to Ukraine |
Combating Corruption Project is currently at the design stage to last for 4 years with CAN $5M in funding. The main objective of this project will be to enhance the effectiveness of the Government of Ukraine in developing coherent and integrated national policies to target corruption in an open and inclusive manner. It will also enhance the effectiveness of the Ministry of Justice and other target organizations in designing and implementing corruption-preventing legislation.

Council of Europe “Support to good governance: Project against corruption in Ukraine” (UPAC) |
UPAC is a joint project of the European Commission and the Council of Europe. Project’s duration: 36 months (June 2006 – June 2009).
The overall objective of the project is to contribute to the prevention and control of corruption so that it no longer undermines the confidence of the public in the political and judicial system, democracy, the rule of law and economic and social development in Ukraine.
The UPAC project consists three objectives:
to improve the strategic and institutional framework against corruption in Ukraine;
to enhance capacities for the prevention of corruption;
to strengthen the anti-corruption legal framework and effective and impartial enforcement of the criminal legislation on corruption
