Government Auditing Standards require that auditors collectively have the knowledge, skills and experience necessary to complete audit work. Following the example of the U.S. Government Accountability Office, the Metro Auditor hires staff from a variety of backgrounds, not necessarily auditing. Collective experience includes public policy and administration, public accounting, performance measurement, education, urban affairs and planning. Each auditor has an extensive knowledge of auditing methods and techniques, analytical skills, ability to effectively use information technology, and knowledge about government operations and change management.
Metro Auditor Brian Evans was elected in May 2014 and took office in January 2015. Auditor Evans brings 10 years of government experience to the office. Prior to his election as the Metro Auditor, Brian was a Principal Management Auditor at Metro and the Senior Economist with Oregon’s Economic and Community Development Department. Earlier in his career, he served as an AmeriCorps member working on microfinance programs at Mercy Corps.
Brian holds a Master's degree in Public Affairs and is a Certified Internal Auditor and Certified Government Auditing Professional. He has presented at several conferences organized by the Association of Local Government Auditors and Pacific Northwest Intergovernmental Audit Forum.
Tracy Evans, Administrative Assistant. Tracy holds a B.S. from Oregon State University and a Human Resource Management Certificate from PSU Executive Development Center. She has experience as an office manager and executive assistant. Tracy joined the office in April 2015.
Angela Owens, Senior Management Auditor, MPPA, CFE. Angela has previous experience conducting performance and compliance audits as a staff auditor for the California State Auditor’s Office. She also held a position performing tasks such as regional industry and workforce studies with what is now called the Center for Strategic Economic Research. Angela joined the office in February 2013.
Zane Potter, Senior Management Auditor, MPA. Zane has previous experience conducting performance audits as a research analyst for the Washington State Joint Legislative Audit and Review Committee. Prior to that, he interned with the City of Portland Auditor’s Office and served as an English language instructor in South Korea. Zane joined the office in February 2015.
Simone Rede, Senior Management Auditor, MSPPM. Simone has previous experience conducting performance audits at the Oregon Secretary of State Audits Division. Prior to that, she analyzed economic trends in the Metro region and helped first-generation college students access higher education. She has also supported the development of community gardens in Pittsburgh and New York City through program evaluation and community outreach activities. Simone joined the office in February 2015.
Elliot Shuford, Senior Management Auditor, MPA. Elliot has previous experience conducting performance audits at the Oregon Secretary of State Audits Division. Prior to that, he worked in the nonprofit sector to improve the quality of information available to voters about the state’s ballot initiative process. Elliot serves on the Board of Directors for the Oregon Public Performance Measurement Association and Portland Mountain Rescue. He joined the office in February 2015.
