What happens after that new road, trail or transit line gets built?
As we plan and make transportation investments, we need to track their results, to help us make sure we are advancing the goals of the region's communities in efficient, equitable ways. In the language of transportation planners, that's called "performance monitoring".
We are required to measure some things by federal and state law, and other things the Portland region has chosen to measure because they are important to communities here.
Developing a strategy for performance monitoring and targets is an important part of the 2018 Regional Transportation Plan update. A technical work group will be assisting Metro in this effort.
Project timeline
Phase 1: Getting started – May to December 2015. Scoping and documenting challenges to updating RTP performance framework, considering best practices form other regions as well as federal requirements.
Phase 2: Framing trends and challenges – January to April 2016. Working with a technical work group to evaluate performance of existing RTP projects and review existing performance targets.
Phase 3: Looking forward – May 2016 to February 2017. Working with a technical work group to update RTP performance targets, considering input from regional forums and community members.
Phase 4: Building a shared strategy – March to December 2017. Working with a technical work group to inform RTP project solicitation process and how to monitor progress in between RTP updates.
Phase 5: Adoption – 2018. Adopt performance targets as part of 2018 RTP adoption
Getting involved
A technical work group will help assess and update the performance targets and monitoring strategy for the Regional Transportation Plan. The public is invited to attend the group's meetings Several workshops and other events will also be held over the course of the plan. Information about these events will be posted here and on Metro's calendar and shared to email subscribers. Subscribe here
