CLIPPER® Program Policies and Documents

Clipper is the all-in-one transit card that keeps track of your passes, tickets and cash value, while applying all applicable fares, discounts and transfer rules. It is now accepted on Muni, BART, AC Transit, Caltrain, Golden Gate Transit and Ferry, SamTrans, VTA and San Francisco Bay Ferry. You can also use Clipper to pay for parking in select San Francisco garages. The Metropolitan Transportation Commission (MTC) is the Clipper Program Manager, and MTC holds a contract with Cubic Transportation Systems, Inc. to design, build, operate and maintain the Clipper system. The documents shown below are agreements and/or policies pertaining to the Clipper fare payment system. These documents are applicable to MTC and the transit agencies participating in the Clipper Program. MTC is the party primarily responsible for developing and maintaining the documents shown below. MTC will post updated versions of the documents whenever changes are made.

Clipper Memorandum of Understanding

The Clipper Memorandum of Understanding (“MOU”) defines MTC and operator responsibilities, allows for participation of new operators, and defines a dispute resolution process.

Clipper Operating Rules

The Operating Rules establish parameters and procedures for the operation and maintenance of the Clipper system. This document identifies the different responsibilities of transit operators and MTC with respect to implementation, operation, and maintenance of the Clipper system. It outlines MTC's responsibilities for system policies. Where any rules and/or policies conflict with the Clipper Memorandum of Understanding ("MOU") or the Clipper Contract, the MOU or Contract, respectively, shall prevail.

Clipper Title VI Summary Report

This document presents the findings of an independent consultant hired by MTC to assess the degree to which Bay Area transit operators have complied with Title VI requirements in their efforts to transition Title VI protected customers to Clipper from other fare media. (Title VI refers to Title VI of the Civil Rights Act of 1964.)

Clipper Privacy Policy

The Clipper Privacy Policy is intended to provide an understanding of how MTC handles personally identifiable information (PII) collected by the Clipper Fare Payment System (FPS) program. This policy explains the types of information collected from Clipper customers; the third parties with whom MTC may share this information; and the process by which Clipper customers are notified about material changes to this policy.

Clipper Brand Style Guides and Custom Card Guidelines

The Clipper Brand Style Guide is intended to provide brand consistency across all media for all of Clipper’s partners. The Clipper Limited-Use Ticket Design Standards provide specific brand direction for development of limited-use tickets. The Policy for Custom Clipper Cards provides guidelines for development of custom cards as well as advertising standards for both Clipper cards and limited-use tickets..

MTC’s Transit Coordination Implementation Plan (Resolution 3866)

MTC Res. 3866 (Transit Coordination Implementation Plan) documents coordination requirements for Bay Area transit operators to improve the transit customer experience when transferring between transit operators and in support of regional transit projects such as Clipper. If a transit operator fails to comply with Res. 3866 requirements, MTC may withhold, restrict or reprogram funds or allocations. Res. 3866 supersedes MTCs earlier coordination plan, Res. 3055.
