CMIPS Background

The In-Home Supportive Services (IHSS) Program was established in 1973. In 1978, California enacted Welfare & Institutions Code 12302.2 that mandated a payroll and payment system for the IHSS program. This mandate resulted in the development of the Case Management, Information and Payrolling System (CMIPS). The system’s purpose is to assist IHSS recipients who act as the employer of record to properly withhold employee taxes and pay employer taxes on behalf of the recipient.

The California Department of Social Services (CDSS), the entity responsible for the management of the IHSS Program for the State of California, contracted with the Office of Systems Integration (OSI) to manage the CMIPS contract to design, develop, maintain, and operate the system for CMIPS. The CMIPS Prime Vendor contract was awarded to HP Enterprises, LLC (HP) on March 31, 2008, after a competitive bid was conducted.

How CMIPS Supports the IHHS Program

The Case Management, Information and Payrolling System (CMIPS) is used to support the following In-Home Supportive Services (IHSS) programs:

Personal Care Services Program (PCSP)

IHSS Plus Option Program (IPO)

IHSS Residual (IHSS-R) Program

Community First Choice Option (CFCO)

Medi-Cal Waiver Personal Care Services (WPCS)

The programs are administered by the California Department of Social Services (CDSS), Adult Programs Division (APD) who oversee operations in county welfare offices and public authorities distributed throughout all 58 counties in California. These programs provide in-home personal care services to qualified aged, blind, and disabled recipients to allow them to stay at home and avoid institutionalization.

The In-Home Supportive Services programs offer housecleaning, meal preparation, laundry, grocery shopping, personal care services (such as bowel and bladder care, bathing, grooming, and paramedical services), accompaniment to medical appointments, and protective supervision to Medi-Cal eligible and low-income elderly and disabled adults.

CMIPS provides a statewide database and central processing for the programs to support three primary functions: 1) case management, 2) payroll, and 3) reports. Centralized IHSS timesheet processing automates time entry for about 800,000 timesheets per month. CMIPS provides modern web-based case management functionality and sophisticated processing of payroll. It includes over 60 interfaces for timely data verifications and interactions.

The technical improvements offer increased accountability to program administrators including counties, the state and the federal government.

CMIPS is used by social workers to track nearly 495,000 active cases statewide, and processes over $5.5 billion in gross annual payroll for services provided to Californians.

Current Project Status

After successful statewide transition from a legacy system to a new CMIPS in 2013, CMIPS is in the maintenance and operations phase. The contract with the current vendor is scheduled to complete in the Spring of 2018. As a result, simultaneous efforts are underway to award the next maintenance & operations services contract.
