C Decal- Clean Fuel Vehicle Decal and Permit
The Express Lane (HOV – High Occupancy Vehicle Lane) is intended to reduce roadway congestion by encouraging drivers to carpool, taking more cars off the road. However, vehicles with multiple occupants are not using all of the roadway capacity in the HOV lane. Under the C Decal program, some of the excess capacity in the HOV lane may be used by vehicles operated with a single occupant that meet specified clean fuel and emission standards. A vehicle that meets those standards may be issued a C Decal and Permit by the Utah Department of Transportation, allowing the vehicle to operate in the HOV lane with a single occupant.
Utah Code §41-6a-702 implements a cap on the number of C Decals issued. The cap is one of several measures used to ensure that travel speeds in the Express Lane meet state and federal operational goals and standards. The Utah Department of Transportation may increase the cap through administrative rule and in accordance with Utah Code §72-6-121, allowing issuance of additional C Decals if those vehicles may be accommodated without impacting the operational goals and standards of the Express Lane.
