Law Enforcement Training Board ILEA Seal

The governing body of the Indiana Law Enforcement Academy and satellite academies is the Law Enforcement Training Board. The board members are selected by the Governor and comprised of the following:

Board Members

  • Superintendent Douglas G. Carter – Indiana State Police – serves as Ex-Officio Chairman of the Board;
  • Director Brandon L. Wood – Department of Homeland Security – serves as Vice-Chairman of the Board;
  • Chief Troy Riggs – Indianapolis Metropolitan Police Department – represents  a chief of a consolidated city;
  • Sheriff John R. Layton – Marion County Sheriff’s Department – represents a county sheriff from a county with a population of at least one hundred thousand (100,000);
  • Sheriff Jeffrey F. Cappa – Wayne County Sheriff’s Department – represents a county sheriff from a county with a population of at least fifty thousand (50,000) but less than one hundred thousand (100,000);
  • Sheriff Gregory R. Oeth – Posey County Sheriff’s Department – represents a county sheriff from a county with a population of under fifty thousand (50,000);
  • Chief Kenneth L. Witkowski – Mishawaka Police Department – represents a chief of police from a city with a population of at least thirty-five thousand (35,000);
  • VACANT – represents a chief of police from a city with a population of at least ten thousand (10,000) but under thirty-five thousand (35,000);
  • Chief Bryan K. Shearer – Ligonier Police Department – represents a chief of police from a city or town with a population of under ten thousand (10,000);
  • Prosecutor Chad T. Lewis – Jefferson County Prosecutor’s Office – represents a prosecuting attorney
  • The Honorable Earl G. Penrod – Gibson County Superior Court, Princeton, Indiana – represents a judge with criminal jurisdiction
  • Mr. Russ McQuaid – Fox 59 WXIN-TV – represents professional journalism;
  • Dr. Ronald E. Leach – Brazil, Indiana – represents the medical profession;
  • Attorney at Law Maureen T. Keefe, Carmel, Indiana – represents education;
  • Mr. David B. Lasco – Crown Point, Indiana – represents business and industry;
  • Mr. Kevin Roach – LIUNA Local Union #41, Munster, Indiana – represents labor;
  • Mayor Mark W. Myers – Greenwood, Indiana – represents elected officials of counties, cities and towns.

 

LETB meetings are open to the public and are typically held on the third Monday of every even numbered month (six times per year).
