SPECIAL NOTICE - 2017 LPA On-Call Solicitation
Today, November 1, 2016, Missouri’s Local Program (LPA) posted a solicitation for on-call consultant services. This solicitation is for Missouri’s Local Program (LPA) and not for MoDOT on-call services. A list of prequalified consultants will be created from this solicitation for LPA’s to choose from for projects that fit the requirements of each category with a $100,000 limit. Please note that all submittals must be electronic and sent to LPAoncall@modot.mo.gov as noted in the solicitation.
Applications are due December 15, 2016.

Eastern Federal Lands Access Program (FLAP) Call for Projects is OPEN
Federal Highway Administration Eastern Federal Lands (EFL) is now accepting Federal Lands Access Program (FLAP) applications in order to develop a four year program of projects for Fiscal Years (FY) 2017 thru 2020. Project approvals will be contingent upon availability of funds. EFL is now accepting project applications from the following Midwestern states: Minnesota, Missouri, Michigan, Illinois, Indiana and Ohio. The call for projects opens September 15, 2016 and runs through December 16, 2016. Applications should be submitted via email to EFL.planning@dot.gov by December 16, 2016.

Notice of FY2017 Statewide Rural TAP Call for Projects - Applications due November 1, 2016
The Missouri Department of Transportation is seeking projects to be funded using 2017 Rural Statewide Transportation Alternatives Program (TAP). This program call will award $7.6 million of federal TAP funds. LPAs that reside within the Metropolitan Planning Organizations of OTO, MARC, and East-west Gateway are not eligible for this program call.
Eligible projects include:
- Construction of on-road and off-road trail facilities for pedestrians, bicyclists, and other non-motorized forms of transportation, including sidewalks, bicycle infrastructure, pedestrian and bicycle signals, traffic calming techniques, lighting, and other safety-related infrastructure, and transportation projects to achieve compliance with the Americans with Disabilities Act of 1990;
- Construction of infrastructure-related projects and systems that will provide safe routes for non-drivers, including children, older adults, and individuals with disabilities to access daily needs;
- Conversion and use of abandoned railroad corridors for trails for pedestrians, bicyclists, or other non-motorized transportation users; and
- Construction of infrastructure-related projects to improve the ability of students to walk and bicycle to school, including sidewalk improvements, traffic calming and speed reduction improvements, pedestrian and bicycle crossing improvements, on-street bicycle facilities, off-street bicycle and pedestrian facilities, secure bicycle parking facilities, and traffic diversion improvements in the vicinity of schools.
Awarded projects will be funded with 80 percent federal funds and require a minimum 20 percent cash local match.

The Missouri Department of Transportation is seeking projects that could be funded with Traffic Engineering Assistance Program (TEAP) funds.
The Traffic Engineering Assistance Program (TEAP) allows local public agencies (LPA) to receive engineering assistance for studying traffic engineering problems. LPAs facing a traffic safety or operational problem can utilize the LPA On-Call Consultant List to perform a traffic study.
Typical traffic engineering related projects include: corridor safety and/or operational analysis, intersection(s) safety and/or operational analysis, speed limit review, sign inventory, pedestrian/bike route analysis, parking issues, and other traffic studies, etc.
Local public agencies are reimbursed for eligible project costs at a rate of 80 percent with the local agency providing a 20-percent match. Funds administered by MoDOT will provide 80 percent of the TEAP project costs, up to $8,000 per project. If the total cost is greater than $10,000, the local agency can pay more than 20 percent to
complete the TEAP project, if desired.
Eligible projects must be able to be completed by spring of 2017.
Applications are due September 9, 2016 to the district LPA staff, with selected projects to be announced in October 2016.

Missouri Moves Cost Share Program Funding Now Available
Application Period 6/15/2016 through 7/29/2016.
The Missouri Department of Transportation is seeking projects that could be funded with the Missouri Moves Cost Share Program.
The purpose of the Missouri Moves Cost Share Program is to build partnerships with local entities to pool efforts and resources to deliver transportation projects. The Missouri Department of Transportation (MoDOT) funds this program with General Revenue appropriations from the General Assembly.
The Missouri Moves Cost Share Program provides financial assistance to public and private applicants for state and local projects satisfying a transportation need. Eligible projects include roads, bridges, bicycle/pedestrian accommodations and multimodal facilities. A total of $20 million is available. MoDOT participates up to 50 percent of the total project costs. One-third of the funds are set aside for multimodal and bicycle/pedestrian projects. Up to 25 percent of the funds may be distributed to projects in any one MoDOT district.
Projects are selected by the Cost Share/Economic Development Committee, which consists of the Chief Engineer, Chief Financial Officer and the Assistant Chief Engineer. They are then recommended for Commission approval via a STIP amendment.
Missouri Moves Cost Share Program guidelines, application, and rating matrix are available on MoDOT’s website at http://www.modot.org/missourimoves/. Applications are due July 29, 2016.

DBE Goals
Effective 11/06/2015, MoDOT will no longer utilize the statewide programmatic DBE goal (15.38% in FY’16) for on-call consultant contracts. DBE Goals will be set on these contracts, as outlined in EPG 134.2.4. The following step has been added to the MOU Execution Process in EPG 134.2.4:
2. DBE Requirements –Once the scope of work is defined, the MoDOT PM/CA must obtain a DBE Goal by sending the appropriate project information (including Scope, County, Estimated Construction Cost, Potential Subcontracting Opportunities) to MoDOT External Civil Rights (ECR) for review at DBEConsultGoal@modot.mo.gov. The DBE goal shall be included in the MOU. All consultant contracts that utilize federal funds must be reviewed by ECR, regardless of the dollar amount of the contract.

Potential Payments Impacts on Federal Aid Projects
FHWA's system for processing federal aid payments will be shut down for an upgrade from September 26, 2015 to October 26, 2015. During this period MoDOT will not be able to process reimbursement requests from local public agencies on federal-aid projects.

Contract Administration Core Curriculum Course
A newly revised, two-day instructor-led training course was developed in concert with updates and revisions to the Contract Administration Core Curriculum (CACC) Manual (revised October 2014). This course is being offered at no charge to Federal Highway Administration personnel, State and local government agency personnel. There are a few seats remaining for the course that is being offered on September 17-18, 2015 in Jefferson City, Missouri. Information for Consultants:
When preparing your annual updated prequalification paperwork for MoDOT review, please ensure that your firm is using the most current prequalification forms found on MoDOT's Consultant Services Webpage. We will not be accepting the older outdated forms. The most recently updated prequalification forms consist of: Summary Information Sheet, Consultant Certification of Final Indirect Cost, and the Internal Control Questionnaire.
Step 2 of the prequalification process was revised as of September 5, 2013. Step 2 consists of submitting your firms Certificate of Good Standing with the Secretary of State office (aka Registered to do business in MO). In addition to this, we are now requiring that firms submit their Certificate of Authority from the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors and Landscape Architects. (Note: Certificate of Authority is not required for sole proprietorships or partnerships, its only required if your firm is incorporated or registered as a limited liability company. For sole proprietorships and/or partnerships, individual professional license certificates must be submitted in lieu of the certificate of authority.) If you are currently prequalified, you can submit the Certificate of Authority at your next yearly prequalification update.
Just a reminder: Please check MoDOT's Approved Consultant Prequalification List to ensure your firm is up-to-date on all of the prequalification requirements.
Upcoming Solicitation: MoDOT and LPA will be soliciting for on-call consultant services on October 1, 2014. Please be looking for the solicitations and further information via email on October 1, 2014. Your firm must be prequalified to be eligible for these services.

Notice: Updated Annual Consultant Prequalification Information - Safe Harbor Indirect Cost Rate for Small or New Firms Available
As you are aware, prime consultants must be prequalified to perform engineering work on a MoDOT project or a federally funded LPA project. There are several items that are required to fulfill the prequalification requirement.
- Statement of Qualification
- Registered to do business in Missouri
- Current E-verify
- Financial Prequalification
- Federal Aid Basic Training Course (LPA Consultants ONLY)
- Bridge Forms (MoDOT Bridge Consultants ONLY)
- Bridge QC/QA Plan (MoDOT Bridge Consultants ONLY)
Often the financial prequalification portion of the required documents is the most difficult to complete. In order to aid in the completion of the financial prequalification portion, MoDOT together with FHWA has adopted the "Safe Harbor Indirect Cost Rate" (SHR) option effective June 1, 2013. The SHR is a provisional overhead rate set at 110% that qualifying firms can elect to use in lieu of completing all the required documents for the financial prequalification. Consulting firms which use the SHR will be required to have an accounting system capable of accumulating and tracking direct labor and other direct costs by contract and segregating indirect costs. The expectation will be for the firm to establish a cost history for the development of an indirect cost rate for the next year in accordance with the Federal cost principles based on the actual costs of the firm.

Please note that there are new requirements in the MoDOT Solicitations for Workforce Diversity. This does not apply to LPA Solicitations.
Please note that all MoDOT Solicitations posted after April 15th, 2013 have a Workforce Diversity requirement contained within them. Specifically the solicitation states "Firm’s not providing a response on approach to workforce diversity will be considered non-responsive to this solicitation." This is not a requirement for LPA consultant solicitations at this time.
Also a reminder that all Prime Consultants must be prequalified to be considered for a MoDOT solicitation or a federally funded LPA consultant solicitation. Specifically the solicitation states "Firm’s that are not current on all of the required prequalification categories found in MoDOT’s Approved Consultant Prequalification List at the date of the solicitation expiration will be considered non-responsive."
