The Department of the Navy's on-going acquisition functions flow from groups known as "Heads of the Contracting Activity" (HCAs), which have broad authority regarding acquisition functions. NRL's HCA is the Office of Naval Research.

Small Business Specialists at Navy and Marine Corps contracting offices under the HCAs are the Deputies for Small Business and work to ensure that small business receive the maximum practical opportunity to participate in federal contracts.

The NRL strives to set-aside a fair percentage of contracts and subcontracts for small businesses, small disadvantaged businesses, women-owned businesses, HUBZone small businesses, veteran-owned small businesses, and other socially and economically disadvantaged groups.
